የኢትዮጵያ ዲፕሎማሲ ወርቃማ ዘመን

 ኢትዮጵያ ረዥም ጊዜ ታሪክ ያላት እንደመሆኗ መጠን፤ ከዓለም ሀገራት ጋር ያላት የውጭ ግንኙነት ዘለግ ያለ ዕድሜ አስቆጥሯል። በእነዚህ ዘመናት ብዙ ወዳጅ ሀገራትን አፍርታለች። በተለይ ሀገሪቱ ካለችበት ስትራቴጂካዊ መልክዓ ምድር አቀማመጥ አኳያ፤ ለዲፕሎማሲ ግንኙነት ተመራጭ ሀገር ናት። ይህን ተከትሎ የአፍሪካ የዲፕሎማሲ ማዕከልም ናት። ይሁን እንጂ በሰሜኑ የሀገሪቱ ክፍል ባለፉት ሁለት ዓመታት ሲካሄድ በነበረው ጦርነት ሳቢያ፤ የሀገሪቱ ዲፕሎማሲያዊ ግንኙነት ተቀዛቅዞ እንደነበር ይታወቃል። ሆኖም በደቡብ አፍሪካ ፕሪቶሪያ ከተደረሰው የሰላም ስምምነት በኋላ፤ ሀገሪቱ አዲስ የሚባል የዲፕሎማሲ ግንኙነት ምዕራፍ ላይ ትገኛለች።

የውጭ ጉዳይ ሚኒስትር ዴኤታ አምባሳደር ምስጋኑ አርጋ ከሰሞኑ ወቅታዊውን የሀገሪቱን የዲፕሎማሲ ሁኔታ አስመልክተው በሰጡት ማብራሪያ፤ አዲሱ የዲፕሎማሲ ግንኙነት ምዕራፍ ውጤታማ መሆኑን አስታውቀዋል። «ሰላምን የማጽናትና የልማት እንቅስቃሴን የማስፋት አዲሱ ዲፕሎማሲያችን ተጠናክሮ ይቀጥላል» ብለዋል። ከዚህ በመነሳት ከሰላም ስምምነቱ በኋላ የተገኙ ዲፕሎማሲያዊ ድሎችና ቱሩፋቶቻቸው ምን ይመስላሉ? የሀገሪቱ ዲፕሎማሲያዊ ግንኙነት ቅርቃር ውስጥ እንዳይገባ ከማን ምን ይጠበቃል? በሚል አዲስ ዘመን ጋዜጣ በጉዳዩ ዙሪያ የዘርፉን ባለሙያዎች አነጋግሯል።

በዋቻሞ ዩኒቨርሲቲ የፖለቲካል ሳይንስና ዓለም አቀፍ ግንኙነት መምህር አቶ ሙሉዓለም ኃ/ማርያም፤ ‹‹ላለፉት ሁለት ዓመታት በሰሜኑ የሀገሪቱ ክፍል በነበረው ጦርነት ምክንያት አሜሪካን ጨምሮ አብዛኛው የምዕራባውያን ሀገራትና በእነርሱ ከሚዘወሩ ተቋማት ጋር ያለው ግንኙነት ሻክሮ ነበር። በጦርነቱ መሃል ከሀገሪቱ ብሔራዊ ጥቅምና ፍላጎት እንዲሁም ሀቅ በተቃራኒ የቆሙበት ሁኔታም ነበር። እንደሀገር በርካታ እርዳታ ተከልክለናል፤ ብድር የምናገኝባቸው በሮች ሁሉ ተዘግተው ነበር። ›› ይላሉ።

ከሀገራቱ ጋር የነበረው ኢኮኖሚያዊ፣ ፖለቲካዊ እና ማኅበራዊ ግንኙነት ተዳክሞ ነበር። ለአብነት አሜሪካ የአፍሪካ ሀገራት የተለያዩ ምርቶችን ከቀረጥና ከታሪፍ ነፃ ወደ አሜሪካ ገበያ እንዲያቀርቡ በሰጠችው ማበረታቻ፤ ኢትዮጵያ እንዳትጠቀም ከአጎዋ ተሰርዛለች። በተጨማሪም አሜሪካና አብዛኛው የአውሮፓ ሀገራት ከፍተኛ የመንግሥት የሥራ ኃላፊዎችን ቪዛ እስከማገድ ደርሰው ነበር። ነገር ግን ሁለቱም ወገኖች ፕሪቶሪያ የሰላም ስምምነት ላይ ደርሰው ናይሮቢ ላይ ዝርዝር ነገሩን በተፈራረሙ ማግስት፤ ምዕራባውያንና አሜሪካ «ጉዳዩ በሰላም ድርድር መቋጨቱ ትልቅ ድል ነው። እንኳን ደስ አላችሁ!» የሚል መልዕክት አስተላለፈዋል። ምክንያቱም ችግሩ በውይይት እንዲፈታ ግፊት ሲያደርጉ ነበር። አሜሪካ ውሳኔ ሰጪ ባትሆንም በሰላም ስምምነት ሂደቱ ውስጥ ታዛቢ ነበረች። ይህን ተከትሎ ከሰላም ስምምነቱ በኋላ ተቀዛቅዞ የነበረው የሀገሪቱ ዲፕሎማሲያዊ ግንኙነት የተነቃቃ መሆኑን ይናገራሉ።

ከፖለቲካ ዲፕሎማሲ አንጻር ሲታይ በጦርነቱ መሀል ሀገሪቱ ከሌሎች ሀገራት ጋር የነበራት የሁለትዮሽና የባለብዙ ወገን ግንኙነት ተቋርጦ ነበር። ከሰላም ስምምነቱ በኋላ ግን የሀገሪቱን ገጽታ እንደገና በጉልህ ለማሳየት በተሠራው ሥራ የሁለትዮሽና የባለብዙ ወገን ዲፕሎማሲያዊ ግንኙነት አብቧል። በመሪዎች ደረጃ የሚደረግ የዲፕሎማሲ ግንኙነት ሲታይ ደግሞ በርካታ የአውሮፓ የውጭ ጉዳይ ሚኒስትሮች (ለአብነት የፈረንሳይ፣ የጀርመን ወዘተ) ኢትዮጵያን ጎብኝተዋል። በተመሳሳይ የሀገሪቱ መሪዎችም ወደ በርካታ ሀገራት ሄደዋል። ሚኒስትሮች አሜሪካን ብቻ ሳይሆን፣ የአውሮፓ ሀገራትን ጎብኝተዋል።

ኢትዮጵያ የአፍሪካ የዲፕሎማሲ ማዕከል እንደመሆኗ መጠን፤ አሁን ላይ በየቀኑ የውጭ ሀገር መሪዎች፣ የዓለም አቀፍ ተቋማት ኃላፊዎች ወዘተ ቀን ከሌሊት እያስተናገደች ያለች ሀገር ናት። ከዓለም አቀፍ ተቋማት ጋር ያላት ግንኙነትና ተሳትፎም ከጊዜ ወደ ጊዜ እየጨመረ መጥቷል። ሌላው ሀገሪቱ በጦርነቱ ምክንያት በአፍሪካ ቀንድ የነበራት ተደማጭነት ቀንሶ ነበር። ምዕራባውያኑ የሚወያዩት የኢትዮጵያን ጨምሮ በጥቅሉ ስለቀጣናው ጉዳይ ከኬንያ ጋር ነበር። በዚህም ኬንያ የኢትዮጵያን ሚና ወስዳ ነበር። ከሰላም ስምምነቱ በኋላ ግን ሀገሪቱ በቀጣናው የነበራትን ተደማጭነት መልሳ አግኝታለች ይላሉ።

በዚህም ሱዳን ላይ የተፈጠረውን የእርስ በእርስ ግጭት ጠቅላይ ሚኒስትሩ እልባት ለመስጠት በተደጋጋሚ ደብዳቤ ጽፈዋል፤ በኢጋድ በኩል ተወያይተዋል፣ ግብጽ እና ሳዑዲ አረቢያ ድረስ ሄደው መምከራቸውንም አስታውሰዋል። አራት የኢኮኖሚ ዲፕሎማሲ ግንኙነት መለኪያዎች እንዳሉ አቶ ሙሉዓለም ጠቅሰው፤ የመጀመሪያው መለኪያ የኢንቨስትመንት ፍሰት ነው። እንደሚታወቀው ሰላም ከሌለ የኢንቨስትመንት ፍሰት አይኖርም። በጦርነቱ ወቅት የሀገሪቱ የውጭ ኢንቨስትመንት ፍሰት ከመቀዛቀዙ ባሻገር፤ በተለይ በኢንዱስትሪ ፓርኮች ሲያለሙ የነበሩ የውጭ አልሚዎች ሀገሪቱን ለቀው ስለመውጣታቸው ያስታውሳሉ።

ከሰላም ስምምነቱ በኋላ ግን የሚጠበቀውን ያህል ባይሆንም የውጭ ኢንቨስትሮች ወደ ሀገሪቱ ገብተው እያለሙ ነው። በዚህም ኢኮኖሚውን ከማነቃቃት ባሻገር ለዜጎች የሥራ ዕድል እየፈጠሩ ነው። በየሀገራቱ ያሉ ዲፕሎማቶች በሀገሪቱ ያሉ የኢንቨስትመንት ዕድሎችን ለቀሪው ዓለም በስፋት በማስተዋወቅ የውጭ አልሚዎች ወደ ሀገሪቱ መጥተው እንዲያለሙ ሰፊ ሥራዎችን እያከናወኑ ነው። ሁለተኛው የኢኮኖሚ ዲፕሎማሲ መለኪያ ሀገሪቱ ለውጭ ገበያ የምታቀርባቸው ምርቶች ናቸው። ከዚህ አንጻር ሀገሪቱ ዳግም በአጎዋ ተጠቃሚ የምትሆንበትን ዕድል አላገኘችም። ነገር ግን በጦርነቱ ወቅት የሀገሪቱን ምርቶች አንቀበልም የሚል አዝማሚያ የነበራቸው ሀገራት ነበሩ። ከሰላም ስምምነቱ በኋላ ምርቷን በአራቱም የዓለም ማዕዘናት በነፃነት ወደ ውጭ እየላከች፤ እየሸጠች ነው። ይህም ሀገሪቱ ያለባትን የውጭ ምንዛሪ እጥረት በአንጻራዊነት የሚቀርፍ ነው ብለዋል።

ሦስተኛው የኢኮኖሚ ዲፕሎማሲ መለኪያ ቱሪዝም ነው። በነበረው ጦርነት የውጭ ጎብኚዎች ቁጥር ዜሮ የሚባል ደረጃ ላይ ደርሶ ነበር። ከሰላም ስምምነቱ ማግስት ጀምሮ የውጭ ጎብኚዎች ወደ ሀገሪቱ መጥተው የሀገሪቷን የሚዳሰሱና የማይዳሰሱ ቅርሶች እየጎበኙ ነው። የቱሪስት ፍሰቱ መነቃቃት አሳይቷል። ቀሪ የቤት ሥራዎች በመኖራቸው ፍሰቱ የሚፈለገውን ያህል አይደለም ብለዋል።

አራተኛው ደግሞ የኢኮኖሚ ዲፕሎማሲ መለኪያ የልማት ድጋፍ ነው። እንደሚታወቀው በጦርነቱ ወቅት አሜሪካን ጨምሮ ምዕራባውያን ሀገራት እንዲሁም ዓለምአቀፍ ተቋማት እርዳታና ብድር ላለመስጠት ወስነው ነበር። ከሰላም ስምምነቱ በኋላ ግን የአሜሪካው የውጭ ጉዳይ ሚኒስትር በአካል መጥተው ሀገሪቱን ጎብኝተው ለሰብዓዊ እርዳታ ድጋፍ የሚውል 330 ሚሊዮን የአሜሪካ ዶላር ድጋፍ አድርገዋል። ዓለም አቀፍ ተቋማትም የአውሮፓ ኅብረት፣ ዓለም ባንክ፣ አይኤምኤፍ ወዘተ በተመሳሳይ በተለይ ለሰብዓዊ ድጋፍና ለልማት የሚውል በርካታ እርዳታ ሰጥተዋል። በተጨማሪም በቅርቡ ዓለም ባንክ የአዲስ-ጂቡቲ የትራንስፖርት ኮሪዶርን ለማሻሻል የሚውል 730 ሚሊዮን ዶላር ገንዘብ ለቋል። እንዲሁም 400 ሚሊዮን ዶላር የፋይናንስ ድጋፍ ስምምነት ከኢትዮጵያ ጋር ተፈራርመዋል።

ከዚህ ባለፈ የተቋማቱ መሪዎች ጭምር በአካል መጥተው ሀገሪቱን ጎብኝተዋል። ለአብነት ከሰሞኑ የዓለም ባንክ ፕሬዚዳንት አጃይ ባንጋ ኢትዮጵያን ጎብኝተዋል። በጉብኝታቸው ለተለያየ ልማት የሚውል ድጋፍ ለማድረግ ቃል ገብተዋል። የገቡት ቃል ወደ ተግባር የሚቀየር ከሆነ አሁን ላይ የሚስተዋሉ አንዳንድ የልማትና የኢኮኖሚ ችግሮች በጊዜ ሂደት እየተፈቱ የሚሄዱበት ዕድል ይሰፋል። የአውሮፓ ኅብረት የልማት ድጋፍ ከማድረግ በዘለለ በደህንነት ዘርፍ ከፍተኛ ገንዘብ ለሀገሪቱ ከሚለግሱ ዓለም አቀፍ ተቋማት ግንባር ቀደም ነው። ነገር ግን ከሰላም ስምምነቱ አተገባበር ጋር ተያይዞ ኅብረቱ ያስቀመጣቸው ቅድመ ሁኔታዎች በመኖራቸው በተለይ ለደህንነት ዘርፉ የሚያደርገውን ድጋፍ እስካሁን አልለቀቀም። እንዲሁም አሜሪካ ለሀገሪቱ ደህንነት ተቋማት 130 ሚሊዮን ዶላር ድጋፍ በየዓመቱ ታደርግ ነበር። በተመሳሳይ አሜሪካ ይህንን ገንዘብ አልለቀቀችም። አሜሪካም ሆነ የአውሮፓ ኅብረት ለደህንነት ተቋሙ ሲያደርጉት የነበረውን ድጋፍ እንዲለቁ ከፍተኛ የዲፕሎማሲ ሥራ መሠራት እንዳለበት አቶ ሙሉዓለም ይናገራሉ።

በኢትዮጵያ ሲቪል ሰርቪስ ዩኒቨርሲቲ የአመራርና የአስተዳደር ምክትል ዲን ሙሐመድ ዓሊ (ዶክተር) በበኩላቸው፤ በሀገሪቱ ከመጣው ፖለቲካዊ ለውጥ ጋር ተያይዞ በታሪክ የተሻለ የዲፕሎማሲ ግንኙነት መፍጠር ተችሎ ነበር። ነገር ግን በሂደቱ ያንን ማስቀጠል አልተቻለም። ምክንያቱ ደግሞ ላለፉት 27 ዓመታት ሕወሓት ሥልጣን ተቆጣጥሮ በነበረበት ወቅት በተለይ ከምዕራቡ ዓለም ጋር ጠንካራ የዲፕሎማሲ ኔትወርክ መስርቷል። በጦርነቱ ወቅት ሕወሓት ይህንን ዓለም አቀፍ ኔትወርክ በመጠቀም ኢትዮጵያ ላይ የተቀናጀ የፕሮፓጋንዳ ዘመቻ ከፍቷል። በዚህም በተለይ ምዕራቡ ዓለም ከእውነታው በተቃራኒ በመቆም ኢትዮጵያ ላይ ከባድ ጫና ሲፈጥሩ ነበር ይላሉ።

በሌላ በኩል ደግሞ የለውጡ አመራር ታላቁ ህዳሴ ግድብ እንዲጠናቀቅ ቁርጠኛ አቋም ይዞ እየሠራ ይገኛል። ግብፅ ደግሞ ግድቡ እውን እየሆነ መምጣቱ አበሳጭቷታል። በመሆኑም ግብፅ የግድቡን ግንባታና ውሃ ሙሌት ለማስተጓጎል የአረብ ሊግና የምዕራቡ ዓለምን በማስተባበር በኢትዮጵያ ላይ ሀሰተኛ ዘመቻ ከፍታ ነበር። በዚህም አንድ የውሃ ግድብ የምትገነባ ሀገር ልክ ኒውክሌር ለመታጠቅ የምታብላላ ይመስል፤ የሀገሪቱ የውሃና መስኖ ኢነርጂ ሚኒስትሩ በተባበሩት መንግሥታት የጸጥታው ምክር ቤት ፊት ቀርበው ስለግድቡ ማብራሪያ እንዲሰጡ ተጠይቀው፤ መስጠታቸውን አስታውሰዋል።

በነዚህ ምክንያቶች የሀገሪቱ ዲፕሎማሲያዊ ግንኙነት ቅርቃር ውስጥ ገብቶ ነበር። «ለአፍሪካ ችግር አፍሪካዊ መፍትሄ» በሚለው መርህ የህዳሴ ግድቡ ጉዳይ በአፍሪካ ኅብረት እንዲታይ በመደረጉ እና የሰሜኑ ጦርነት በፕሪቶሪያው ስምምነት መቋጫ በማግኘቱ የሀገሪቱ ዲፕሎማሲያዊ ግንኙነት እየተሻሻለ መምጣቱን ዶክተር ሙሐመድ ያስረዳሉ። ኢትዮጵያ በዚህ ሁሉ ምስቅልቅልና ቀውስ ውስጥ ሆና፤ በአፍሪካ በፍጥነት እያደጉ ካሉ ሀገሮች ተርታ በግንባር ቀደምትነት የምትጠቀስ መሆኗን ጥናቶች እያሳዩ ነው።

እንደ ሙሐመድ (ዶክተር) ገለፃ፤ ሀገሪቱ በፈተና ውስጥ ሆና እንኳን ትልቅ አቅም እንዳላት ቀሪው ዓለም ይረዳል። ስለዚህ ሀገሪቱ ትንሽ ብትታገዝ ወደፊት በልማት ተስፈንጥራ መውጣት እንደምትችል ስለሚታመን የኢትዮጵያ መንግሥትን ማገዝ አስፈላጊ እንደሆነ የምዕራቡ ዓለም ይረዳል። በመሆኑም ከሰላም ስምምነቱ በኋላ የአይኤምኤፍ ቡድን አባላቶች ቀደም ሲል ሚያዝያ ወር አካባቢ መጥተው ኢትዮጵያ ውስጥ አስፈላጊውን ጥናትና አሰሳ አድርገው የተመለሱበት ሁኔታ አለ።

ሌላው ኢትዮጵያ በአፍሪካ ቀንድ ትልቅ ተጽዕኖ ያላት ሀገር ነች። ስለዚህ ምዕራባውያን ኢትዮጵያን ሳይዙ አፍሪካ ላይ ጥቅማቸውን ማስጠበቅም ሆነ በተለይ አፍሪካ ቀንድ ያለውን ሰላም ማረጋገጥ አይችሉም። የኢትዮጵያ መከላከያ ሠራዊት በአፍሪካ ቀንድም ሆነ በሌሎች የአፍሪካ ሀገራቶች ሰላም ለማስከበር ሲጫወት የነበረውን ሚና ምዕራባውያን ጠንቅቀው ያውቁታል። ስለዚህ ከኢትዮጵያ ጋር ተባብሮ መሥራት ለአፍሪካ ቀንድ ብቻ ሳይሆን ለቀሪው ዓለም ሰላም ዋስትና መሆኑን ጭምር የተረዱበት ሁኔታ አለ። በመሆኑም ከኢትዮጵያ መንግሥት ጋር መሥራት አማራጭ የሌለው መሆኑን ተገንዝበው ዲፕሎማሲያዊ ግንኙነቱ ዳግም ተጠናክሮ መቀጠሉን ተናግረዋል።

«የሩሲያና የዩክሬን ጦርነት የዓለም ሀገራትን በሁለት ጎራ አሰልፎ የለየለት ጦርነት ውስጥ ሊከት መባቻው ላይ ነው ያለነው» የሚሉት ሙሐመድ (ዶክተር)፤ የኢትዮጵያን ዲፕሎማሲያዊ ግንኙነት ወደፊት ለመግፋትና ጠንካራ ማድረግ ከተፈለገ በዚህ ወቅት መንግሥት የራሺያ ወይም በምዕራቡ ዓለም የምትደገፈው የዩክሬን ደጋፊ ሆኖ መታየት የለበትም። ኢትዮጵያ ገለልተኛ መሆን አለባት። ታሪኳም የሚያሳየው ይሄንኑ ነው። ሁለቱንም ወገን ሳትደግፍ የመሀል ሜዳውን ይዛ መጫወት አለባት። ይህ የመሀል አሰላለፍ ደግሞ ሁለቱም ወገን የኢትዮጵያን ቀልብ ለመሳብ የሚችሉትን ሁሉ ስለሚያደርጉ በመሀል ሀገሪቱ ተጠቃሚ ትሆናለች ብለዋል።

ሌላው የሀገሪቱን ዲፕሎማሲያዊ ግንኙነት ጥላሸት የሚቀባው ዋነኛው ችግር የውስጥ ሰላምና አንድነት ማጣት ነው። መከፋፈልና ሰላም ማጣቱን ደግሞ የውጭ ኃይሎች ለእኩይ ዓላማ ይጠቀሙበታል። ስለዚህ ከምንምና ከየትኛውም ጊዜ በላይ ውስጣዊ ሰላማችንንና አንድነታችንን ማጽናት ያስፈልጋል። ሰላሙን የጠበቀና አንድ የሆነን ማኅበረሰብ ማንም አይፈረካክሰውም፤ አይደፍረውም። ስለዚህ ሁሉም በአንድነት ለሰላሙ ዘብ መቆም እንዳለበት አሳስበዋል።

አቶ ሙሉዓለም በበኩላቸው እንደ አዲስ እያበበ ያለው ዲፕሎማሲያዊ ግንኙነት ዳግም ቀውስ ውስጥ እንዳይገባ፤ እዚህም እዚያም እየታዩ ያሉ አለመግባባቶችን ሁሉም በጠረጴዛ ዙሪያ ቁጭ ብሎ፣ በመደራደር ሰጥቶ በመቀበል መርህ ችግሮችን መፍታት ያስፈልጋል። መንግሥት ከየትኛውም አኩራፊም ሆነ ታጣቂ ኃይሎች ጋር በሰላማዊ መንገድ ለመደራደር ከግማሽ በላይ እርቀት መሄድ አለበት። ባህላዊና ኃይማኖታዊ የሰላም መንገዶችን ተጠቅሞ የታጠቁ ኃይሎች ወደ ሰላም እንዲመጡ ማድረግም ያስፈልጋል።

ሌላው በሰሜኑ ጦርነት ወቅት እውነታውን በተገቢው ልክ ለውጭው ማኅበረሰብ ማስገንዘብ ባለመቻሉ፤ ብዙዎች ለሀገሪቱ ፊት ነስተዋት ነበር። ስለዚህ ከባለፈው ትምህርት በመውሰድ የሀገሪቱን ወቅታዊ ሁኔታ ለተቀረው ዓለም በማስገንዘብ መሬት ላይ ያለውን ሀቅ ማስረዳት ያስፈልጋል። የተሳሳተ ግንዛቤ እንዳይያዝ በተለይ ዲፕሎማቶች የሀገሪቱን ወቅታዊ ሁኔታ ባሉበት የማስረዳት ሥራ በስፋት ማከናወን አለባቸው። በተጨማሪም ሁሉም ሰው ለሀገሩ ዲፕሎማት ነው። በመሆኑም በየትኛውም የዓለም ክፍል የሚኖር የሀገሪቱ ተወላጅ እና ዜጋ የሕዝብ ለሕዝብ የዲፕሎማሲና የገጽታ ግንባታ ሥራ መሥራት እንዳለበት አቶ ሙሉዓለም ተናግረዋል።

በጥቅሉ እንደ ባለሙያዎቹ እምነት ከዓለም የፖለቲካ አሰላለፍ ወገንተኝነት ገለልተኛ በመሆን የሀገሪቱን ሰላምና አንድነት ማስጠበቅ ከተቻለ የሀገሪቱ ዲፕሎማሲያዊ ግንኙነት እያደር እንደወይን እየጠነከረና እያማረ ይሄዳል። በቀጣናው ያላት ተደማጭነት ይበልጥ ያድጋል። በአንጻሩ የውስጥ አንድነትና ሰላሟን ካጣች ዲፕሎማሲያዊ ግንኙነቷ ከመታወኩ ባለፈ ሉዓላዊነቷና ብሔራዊ ጥቅሟ አደጋ ውስጥ እንደሚገባ ባለሙያዎቹ ይናገራሉ።
