እንደተወለደ ያደገው የጂንካ ዩኒቨርሲቲ

መንግሥት ፍትሃዊ የትምህርት ተደራሽነትን ለማሳደግ ከቅድመ መደበኛ እስከ ከፍተኛ የትምህርት ተቋማት ማስፋፋት ድረስ በትኩረት ሲሠራ መቆየቱ ይታወቃል። በቅርቡም አዳዲስ 11 ዩኒቨርሲቲዎች ግንባታቸው ተጠናቆ ተማሪዎችን ተቀብለው ማስተናገድ ጀምረዋል። ከእነዚህ ዩኒቨርሲቲዎች አንዱና የአራተኛው ትውልድ የሆነው ጂንካ ዩኒቨርሲቲ ይገኝበታል። ምንም እንኳ ያስቆጠረው ዕድሜ አጭር ቢሆንም ተቋማቱ ካላቸው ተልዕኮ አንፃር ያለበት ደረጃ ምን ይመስላል? በሚሉና በተለይም ለሌሎች እንደ መልካም ተሞክሮ የሚወሰደው ዩኒቨርሲቲው በሠላማዊ መማር ማስተማር የሠራው ሥራ በመሆኑ በእነዚህ ጉዳዮች ላይ አተኩረን ከዩኒቨርሲቲው ፕሬዚዳንት ፕሮፌሰር ገብሬ ይንቲሶ ጋር ያደረግነውን ቆይታ እነሆ።

መማር ማስተማር

 ዩኒቨርሲቲው ተማሪዎችን ተቀብሎ ወደ ሥራ የገባው ባለፈው ዓመት ሲሆን፤ በወቅቱ ግንባታው አልተጠናቀቀም ነበር። በዚህም ምክንያት መማር ማስተ ማሩ የተጀመረው ዘግይቶ ነው። መማር ማስተማሩን በቀጥታም ይሁን በተዘዋዋሪ የሚደግፉ አስፈላጊ ግብዓቶች ከተሟሉ በኋላም በ2010 ዓ.ም ወርሃ ጥር ላይ ተማሪዎችን ተቀብሏል።ተቋሙ ሲከፈት ይጠበቅ የነበረው 1 ሺህ 500 ሲሆን፤ ከርቀቱና ስለአካባቢው ባለማወቅ የተወሰኑት ቀርተው 1 ሺህ 99 ተማሪዎች ገብተዋል። በተያዘው የትምህርት ዘመንም ከዓምናው ጋር ተመሳሳይ ቁጥር ሲጠበቅ 1 ሺህ 210 ተማሪዎች ገብተዋል። በቀጣይ ዓመት የቅበላ አቅሙ ከዚህ የተሻለ እንደሚሆን ባያጠራጥርም ባሉት የመማሪያ ክፍሎች ውስንነት ግን የማይታሰብ ነው። ለዚህም ከሚኒስቴሩ ጋር እየተመከረበት ነው። በተቋሙ በቅጥር እና በዝውውር የተገኙ ልምድ ያላቸው 172 መምህራን ይገኛሉ።

በዚህም ተማሪዎቹ ዘግይተው በመግባታቸው ምክንያት ሊፈጠርባቸው የሚችለውን መጨናነቅ ለመቀነስ ከመደበኛው የመ ማር ማስተማር ሂደት በተጨማሪ አጋዥ ክፍሎችን በማመቻቸት ሲያስተምር ቆይቷል። በእነዚህ ተጨማሪ የትምህርት ክፍለ ጊዜዎችም ልዩ ድጋፍ ለሚሹና ለሴት ተማሪዎች በልዩ ትኩረት ሲሠራም ነበር። ዩኒቨርሲቲው አራት ኮሌጆችና 14 የትምህርት ክፍሎች የያዘ ነው።

በዚህም የመማር ማስተማሩ በክፍል ውስጥ ከሚሰጠው ጽንሰ ሃሳብ ዕውቀት ባሻገር በተግባር የተደገፈ እንዲሆን በማሰብም የተለያዩ እንቅስቃሴዎች ይደረጋሉ። ለአብነት የእርሻ ኮሌጁ ተግባር ላይ ያተኮረ እንዲሆን በማሰብ የከብት ማድለቢያ ሥራ ተጀምሯል። ከዚሁ ጎን ለጎን በኮሌጅ የጓሮ አትክልት እርሻ፣ የንብ ማነብ፣ የዶሮ እርባታና የዓሣ እርባታ እንዲሁም የወተት ከብቶችን ለማደለብ ደግሞ አስፈላጊ ዝግጅት እየተጠናቀቀ ነው። በዚህም የመማር ማስተማሩ ጥራቱየተጠበቀ እንዲሆን በርብርብ እየተሠራ ይገኛል።

 ተማሪዎች የምግብ፣ የውሃ፣ የመጸዳጃ ቤትና የመኝታ አገልግሎት የተሟሉ ቢሆንም አንዳንድ ጊዜ ከግንባታ ችግር ጋር በተገናኘ ቶሎ ቶሎ የሚበላሹ ይኖራሉ። ተቋሙም ችግሮቹን በቅርበት በማየት ፈጣን ምላሽ እየሠጠ መማር ማስተማሩ በምንም ዓይነት ሁኔታ እንዳይስተጓጎል ሲሠራ ቆይቷል። በመማር ማስተማሩ ወቅት አዲስ ከመሆኑ ጋር ተያይዞ ያጋጠመው ችግር የላብ ራቶሪ አስፈላጊ ግብዓቶች ባለመሟላታቸው ምክንያት ተማሪዎቹን ወደ አርባ ምንጭ ዩኒቨርሲቲ ጋር በመተባበር ትምህርቶቹን እንዲወስዱ ተደርጓል። በቤተመጽሐፍትም በኩል የመጽሐፍት እጥረት ነበር። በተለያዩ ወቅቶች ግዢ ቢላክም እንኳ በአገሪቱ ውስጥ ብዙ መጽሐፍ አለመገኘቱ በውስንነት ያለውም ደግሞ በቶሎ ማለቅ ጋር ተያይዞ የተወሰነ ችግር ገጥሞ ነበር።

ሆኖም ዩኒቨርሲቲው ችግር ብልሃትን ይወልዳልና የተለያዩ አማራጮችን ተጠቅሞ ማነቆውን ሊሻገር ችሏል። አማራጭ ተደርጎ የተወሰደው በአንድ በኩል ከአጎራባች ዩኒቨርሲቲዎች በሌላ በኩል ደግሞ መምህራን ለማስተማር የሚጠቀሙባቸውን መጽሐፍት አመቺ በሆነ መልኩ እንዲያኙ የሚያስችል “ኤስአርኢ” የሚ ባል ቴክኖሎጂ በመጠቀም በየነመረብ አገልግሎት ሳያስ ፈልጋቸው ተማሪዎች የመጽሐፍቱን ቅጂዎች አውርደው መጠቀም እንዲችሉ ተደርጓል። ባለፈው ዓመት ያጋጠመውን ችግር መነሻ በማድረግ ቀደም ብሎ ወደ ገበያ በመውጣት የሚገኘውን ያክል ለመሸመት ተሞክሯል።

የላብራቶሪው ግን ግንባታው ቢኖርም ግብዓቱ ላይ ያሉ ክፍተቶች አሁንም ተቋሙ ያልተሸገረው ችግር ሆኗል። በአሁኑ ወቅትም መሠረታዊ የሚባል የላራቶሪ ግብዓቶች ግዢ ለመፈፀም ሂደቱ ተጀምሯል። ከተግባራዊ ትምህርት በተጨማሪ ተማሪዎች ስለምርምር ግንዛቤ እንዲኖራቸው ከዩኒቨርሲቲው ብሎም ከዩኒቨርሲቲው ውጪ በአገሪቱና ከአገር ውጪ የሚገኙ ምሁራንን በእንግድነት በመጋበዝ የግንዛቤ ማስጨበጫ እንዲሰጡ እየተደረገ ይገኛል።

ችግር ፈቺ የምርምር ሥራዎችና የቴክኖሎጂ ሽግግር

 ምርምር ማድረግ፣ ውጤቶቹን ለዩኒቨርሲቲውና ከውጪ ላሉም የህብረተሰብ ክፍሎች በተለያየ መንገድ ማቅረብ፣ ተከታታይ መድረኮችን መፍጠር፣ ውጤቶቹን ለህትመት ማብቃትና አሳትሞ ማሰራጨት ሁሉ በምርምር ውስጥ የሚከናወኑ ዋና ዋና ተግባራት ናቸው። ባለፈው ዓመት ዩኒቨርሲቲው በጀት ባይኖረውም ተቋሙ ችግር ፈቺ ምርምር ማድረግ ስላለበት መምህራኑ በትምህርታዊ ጉብኝት አግባብ በየወረዳዎቹ እንዲንቀሳቀሱ በማድረግ ያሉ የጥራት ፍላጎቶች ምንድን ናቸው? በሚል በዞኑ ውስጥ በሚገኙት ስምንት ወረዳዎችና አንድ ከተማ አስተዳደር ዳሰሳ ተደርጓል። በተለዩት ዘርፎች መምህራኑ እንዲወዳደሩ ተደርጓል። ለውድድሩ 35 ፕሮጀክቶች ቀርበው 28 የሚሆኑት ከዛ ውስጥ ተመርጠው በጀት ተፈቅዶላቸው ወደ ምርምር ገብተዋል።

በዚህ ፍጥነት ወደ ምርምር ሥራ መገባቱ መልካምና አበረታች ተደርጎ ሊወሰድ የሚችል ተግባር ነው። በተጨማሪ መምህራኑ ከዚህ ቀደም ሁለተኛ ዲግሪ(ማስተርስ) ሲሰሩ በየተማሩበት ዩኒቨርሲቲ የመመረቂያ ጽሁፋቸውን ሠርተዋል። በመሆኑም ጽሁፋ ቸውን አውጥተው ለውይይት እንዲያቀርቡ ተደርጎ 19 መምህራን ከዚህ ቀደም ያጠኗቸውን ጥናቶች አቅርበዋል። በቀጣይም የጥናት ወረቀቶቹ ለሕትመት ይበቃሉ። የተጀመረው ምርምርም በተያዘው ዓመት እንዲጠናቀቅ ይፈለጋል። ውጤቱም ለጋራ ውይይት ቀርቦ በኋላም በመጽሐፍና በመጽሔት መልክ ታትሞ ይወጣል። በዚህም በዞኑ የሚስተዋሉ ባህላዊ፣ ማህበራዊ፣ ኢኮኖሚዊና ተያያዥ ችግሮችን ትርጉም ባለው ደረጃ መፍትሔ ይሰጣሉ ተብሎም ይጠበቃል።

ማህበረሰብ አገልግሎት

 ዩኒቨርሲቲው በማህበረሰብ አገልግሎት ዘርፉ ብዙ ተግባራትን አቅዶ የተወሰኑትን ከግብ ለማድረስ ችሏል። ወደፊትም በርካታ የሚሠሩ ሥራዎች ቢኖሩም በዋናነት ትኩረት በማድረግ እየሠራ ያለው የትምህርት ዘርፉ ላይ ነው። መነሻ ያደረገው በአሁኑ ወቅት ወደ ዩኒቨርሲቲ የሚገቡ ተማሪዎች አቅም ደካማና ደረጃውን የጠበቀ አለመሆኑ ነው። በሚኖራቸው አጭር ከፍተኛ ትምህርት ተቋማት ቆይታም ብዙም ሳያሻሽሉ ወደ የሥራ ገበያውን ይቀላቀላሉ። ለዚህም ተቋሙ የበኩሉን አስተዋፅዖ ማበርከት አለበት በሚል ሥራዎችን መሥራት ጀምሯል። በቅድሚያ የተደረገው ከግብረሰናይ ድርጅት እንዲሁም በአገረ አሜሪካ ከሚኖር አንድ የጂንካ ተወላጅ በጎ አድራጊ ጋር ግንኙነት መፍጠር ነው። በዚህም 510 ኮምፒውተሮችን ለ19 ትምህርት ቤቶች ለመለገስ ተችሏል። ከየትምህርት ቤቱ የተውጣጡ መምህራንም በአጠቃቀሙ ዙሪያ ሥልጠና እንዲወስዱ ተደርጓል።

 190 የሚሆኑ ኮምፒውተሮች አሁንም በዩኒቨርሲቲው እጅ ላይ ይገኛሉ። በኮምፒዩተሮቹ ላይ የአንደኛና የሁለተኛ ደረጃ መጽሐፎች በሙሉ ቅጂያቸው ተጭኗል። በዞኑ ባሉ 17 ሁለተኛ ደረጃ፣ አንድ መሠናዶና አንድ የአንደኛ ደረጃ ትምህርት ቤት ላይ የመምህራንና የተማሪዎችን የኮምፒውተር አጠቃቀም ክህሎት መጨመር አንዱ ግቡ ሲሆን፤ ይህም ብዙሃኑ ተማሪዎችና መምህራንም ጭምር ኮምፒውተር ነክተው የማያውቁ በመኖራቸው ዘመኑ ከደረሰበት ሥልጣኔ ጋር ለማስተዋወቅና ቴክኖሎጂውን ተደራሽ ለማድረግ ያለመ ነው። በዚህም አመርቂ ውጤት እየታየ ነው። ‹‹አንድ ቀን ለሕዝቤ›› በሚል ከታህሳስ ጀምሮ የማህበረሰብ አገልግሎት ላይ የተጀመረ ሥራ ሌላው ዩኒቨርሲቲው ከሚያከናውናቸው ተግባራት ውስጥ ተካቷል።

በዚህም አልጋ በሚባለው በጂንካ ከተማ በሚገኝ አንድ ቀበሌ ከአስተዳደሩ የአመራር አካላትና ከህብረተሰቡ ጋር በመሆን ለሶስት አቅመ ደካሞች ቤት የማደስ ተግባር ተከናውኗል። ሌላው የማህበረሰብ ስራ በደቡብ ኦሞ ዞን ያሉት 16 ብሔረሰቦች ላይ የተሠራው ሥራ ነው። ከእነርሱ በተጨማሪ ደግሞ ከመላው የአገሪቱ ክፍሎች የተሰባሰቡ ከበርካታ ብሔረሰብ የተገኙ ነዋሪዎች አሉ። እነዚህንም ለማቀራረብና ለማገናኘት ባህላዊ ሙዚቃዎችን በማቅረብ፣ ባህላዊ የምግብ ሥነ ሥርዓቶች እንዲሁም የተለያዩ ጌጣጌጦች፣ የዕደ ጥበብ ውጤቶችና የእርሻ መሳሪያዎች ቀርበው አስጎብኝተዋል። የሚፈልግም እንዲገዛ ተደርጓል። ይህም አብሮ የመኖር እሴቱን ማጠናከር፣ ባህላዊ እሴቶችን ማሳደግና መሠል በጎ ዓላማዎችን ይዞ የተነሳም ነበር። ውጤታማም ሆኖ ተገኝቷል።

ልዩ ድጋፍ

ልዩ ፍላጎት በተመለከተ በትምህርታቸው ደከም ያሉትን ብቻ ሳይሆን ፈጣንና የተሻለ ውጤት የሚያስ መዘግቡትንም ይጨምራል። ከዚህ ጋር በተያያዘ በመጀመሪያው የትምህርት መንፈቀ ዓመት 20 ተማ ሪዎች አራት አምጥተው ነበር። ነገር ግን እነርሱን የሚመጥን ድጋፍ ማድረግ ላይ ክፍተቶች አሉ። አካል ጉዳተኞችንና ልዩ ድጋፍ የሚሹ ከሌላው ጋር አብሮ መሄድ የማይችሉትን ግን በመደገፍ ተቋሙ ዝግጁ ቢሆንም አንድ ተማሪ ብቻ በመገኘቱ ለእርሱ አስፈላጊው ድጋፍ ተደርጓል።

ሴቶች ተማሪዎችን ከመጀመሪያው የትምህርት ክፍል መረጣ ጀምሮ አስፈላጊው ድጋፍ እየተደረገላቸው ይገኛል። ከጀመሩም በኋላ ለብቻቸው ተጨማሪ ክፍለ ጊዜዎችን ማስተማር የሚሰጠው ትርጓሜ ትክክል ስለማይሆን ከወንዶች ጋር በአንድነት እንዲማሩ ይደረጋል። ከዚሁ ጋር ተያይዞ ፆታዊ ትንኮሳ የሚያደርስ ተማሪም ሆነ ሠራተኛ ዩኒቨርሲቲው አይደራደርም። በዚህ ምክንያትም በዘንድሮ ዓመት ሁለት ተማሪዎች ተባረዋል። ሴቶችን ከማብቃት አንፃር ብዙ ሥራ የሚሠራ ሲሆን በዩኒቨርሲቲ ምክትል ፕሬዚደንትነት ሆነው ከተቀመጡት መካከል አንዷ የዩኒቨርሲቲው ሴት ናት። አራቱ ኮሌጆች ላይም የሁለቱ ሴት ዲኖች ናቸው።

ሠላማዊ መማር ማስተማር

 ዩኒቨርሲቲው መማር ማስተማሩን ገና ‹‹ሀ›› ብሎ ሲጀምር አስቀድሞ ያደረገው ከሕብረተሰቡ ጋር ቀርቦ መነጋገርን ነበር። ከአዲስ አበባ 750 ኪሎ ሜትሮችን ርቆ የሚገኝ ተቋም ነው። ነዋሪውም በአብዛኛው የሚተዳደረው በአርብቶ አደርነት ነው። በዚህም ከአገሪቱ የተለያዩ አካባቢዎች ዕውቀት ለመቅሰም ለሚያቀኑ ተማሪዎች ቦታው አዲስ ሊሆን ስለሚችል ሲመጡ ሕብረተሰቡ በሠላምና በፍቅር ተቀብሎ እንደ ልጁ እንዲረከባቸው ዩኒቨርሲቲው እየዞረ አነጋግሯል። ሕብረተሰቡ የዩኒቨርሲቲውን መከፈት ለረጅም ዓመታት በጉጉት ሲጠባበቅ በመቆየቱም ጥያቄውን በፍቅርና በደስታ ነው የተቀበለው።

በዚህም የተማሪዎች መምጫ ሲቃረብ የማጓጓዣ አገልግሎት በማመቻቸት አርባ ምንጭ ከተማ ድረስ በመሄድ 250 ኪሎሜትሮችን በ32 አውቶብሶች ወደ ዩኒቨርሲቲው አምጥተናቸዋል። ወደ መዳረሻው 60 ኪሎ ሜትሮች ርቀት ላይ ሲደርሱም ህዝቡ በመውጣት ‹‹የእንኳን ደህና መጣችሁ›› በባህላዊ ጭፈራዎች ታጅቦ አቀባበል አድርጎላቸዋል። የአገር ሽማግሌዎች፣የተለያዩ የአስተዳደር አካላትና ህብረተሰቡ የተገኘበት ተከታታይ መድረኮችንም በማዘጋጀት የእንግድነት ስሜት እንዳይሰማቸውና ሙሉ አትኩሮታቸው የመጡበትን ዓላማ ማሳካት ላይ እንዲሆን ተሰርቷል። የዘንድሮ ትምህርት ዘመን አንደኛ መንፈቅ ዓመት የመጀመሪያዎቹ ገቢዎች ማጠቃለያ ፈተና አጠናቀው እረፍት ላይ ናቸው።

በዚህኛው ሣምንትም ተመልሰው ይገባሉ ተብሎ ይጠበቃል። በሌላ በኩል የዘንድሮ አዲስ ገቢ ተማሪዎች ትምህርታቸውን ዘግይተው ስለጀመሩ ከጥቂት ሣምንታት በኋላ ለመመዘኛ ፈተና ይቀርባሉ። የተማሪዎቹን ጭንቅላት በተለያዩ ተግባራት መወጠርና ጊዜያቸውን በበጎ ተግባር ላይ እንዲያውሉት ማድረግን ጨምሮ ከሃይማኖት ተቋማት፣ ከዩኒቨርሲቲው፣ ከአገር ሽማግሌዎችና ከተለያዩ የሕብረተሰብ ክፍሎች የተውጣጣ የአማካሪ ጉባዔው ለሠላማዊ መማር ማስተማር እየሠሩ ይገኛሉ።

ችግሮችና ቅሬታዎች ላይም በአፋጣኝ መፍትሔ ይወሰድባቸዋል። በተጨማሪም አገሪቱ በምትፈልገው ደረጃ ብቁ ዜጋ ሆነው እንዲወጡ የሚሰጣቸው ትምህርቶችም አሉ። በተያያዘ የተማሪዎቹን አንድነት የሚያጎለብቱ በርካታ ተግባራት አሉ። በቀጣይም ሠላማዊ የመማር ማስተማር እንዲኖር ከመግቢያ ጀምሮ ሲሠራ የነበረውን ሥራ አጠናክሮ በማስቀጠልም ተማሪዎቹ በቀጣይ በተቋሙ በሚኖራቸው ቆይታና ከወጡ በኋላም ለአገሪቱ ሠላማዊና ምርታማ ዜጋ እንዲሆኑ በትኩረት ይሠራል።
