
ADDIS ABABA – The Public Procurement and Property Disposal Service (PPPDS) said it has disbursed over 5 billion Birr for public procurement, and secured over 51 million Birr from the disposals of public properties during the 2019/20 fiscal year; in which its overall performance hits 85 per cent of the target.
PPPDS’ Public Relations Director Melkamu Defali told The Ethiopian Herald that of the total 5.1 billion Birr, the procurement of 2.1 billion Birr was conducted through the framework agreement made with public institutions; whereas the remaining was set as strategic procurement, particularly for the purchasing of vehicles, wheat, and other electro-mechanical products.
In this respect, over 42 million Birr had been spent for the procurement of 110 vehicles of 42 public institutions, he added.
Melkamu also said over 51.8 million Birr has been secured from the sale out of use products such as used vehicles, and small pieces of metals among others.
According to him, both public procurement and property disposal services are conducted by a competitive bidding process and authorization of whether the bidding companies are eligible for participation.
Melkamu explained that although remarkable performance was achieved, frequent cancelation of tenders has happened due to the outbreak of the pandemic-COVID-19 and other reasons that have still been impeding the bidding process and perhaps exposing the bidding companies to unnecessary costs and delays.
It was learnt that the Service is usually conducting two types of government tenders, national and international. National tenders are restricted to local companies’ participation, while international tenders are open for all including foreign companies.
