BEIC Project drives institutional reform, digital transformation in Ethiopia

• Project wraps up with significant impact on business and digital sectors

ADDIS ABABA – The Ministry of Finance has emphasized the pivotal role of the Business Environment and Investment Climate, including E-Government (BEIC) project, in strengthening key public institutions and advancing e-governance in Ethiopia.

The BEIC project, a flagship initiative funded by the European Union and implemented by GIZ in collaboration with McKinsey & Company, officially concluded after four years of comprehensive support to Ethiopia’s business reform and digital transformation agenda.

Speaking at the project’s closing conference, Finance State Minister Semereta Sewasew emphasized the project’s vital role in enhancing the capacity of key public institutions and promoting e-governance.

“The BEIC project has significantly contributed to the betterment of the Ethiopian business environment,” she noted, highlighting its alignment with the government’s homegrown economic reform agenda, and praised the project for significantly improving Ethiopia’s business environment.

The State Minister also disclosed that the project has opened wider doors for foreign direct investment inflow and promoting the implementation of the ease of doing business in major public institutions.

The project worked in close coordination with major public institutions, including the Ministry of Innovation and Technology, the Ministry of Trade and Regional Integration, the Ministry of Revenues, the Ministry of Justice, and the National Bank of Ethiopia. Through these collaborations, BEIC helped introduce integrated digital systems and policy reforms that are now integral to the country’s reform architecture, she noted.

Ioana Albulescu, representing the European Union Delegation, stated, “The BEIC project has registered tangible result.” To achieve such successes, as to Albulescu, every stakeholder worked together.

Albulescu also reaffirmed the EU’s commitment to continued cooperation with the government of Ethiopia.

Launched in February 2021 with a total investment of 7.2 million euro, the BEIC Project has made significant strides in modernizing the country’s regulatory frameworks and enhancing digital governance, with the ultimate goal of improving the ease of doing business and promoting sustainable economic growth. Beyond digital reforms, the project delivered targeted capacity building programs, training more than 1,180 participants in areas such as IT service management, cloud computing, cyber-security, and customer service.
