*منظمة الأغذية والزراعة تعمل على إفادة 620 ألف أسرة في المناطق المتضررة من النزاع في شمال إثيوبيا
تقدّر المنظمة الدولية للهجرة تضرر حوالي 15 مليون شخص بشدة من الجفاف في كينيا والصومال وإثيوبيا – وهو ما يقرب من ثلاثة وخمسة وسبعة ملايين شخص في كل بلد على التوالي. وحذرت الوكالة الأممية من أن تدهورا واسع النطاق في جميع أنحاء المنطقة متوقع بحلول متوسط العام.
وتهدد الآثار غير المسبوقة لاحتجاب الأمطار طوال مواسم متعددة بخلق أزمة إنسانية في منطقة تأثرت بالفعل سلبا بالصدمات التراكمية، بما في ذلك الصراع وانعدام الأمن والظروف الجوية القاسية وتغيّر المناخ والجراد الصحراوي والآثار الاجتماعية والاقتصادية السلبية لجائحة كـوفيد-19.
و في بلدة هارغودودو الواقعة في المنطقة الصومالية بإثيوبيا، يدلّ سكان لوكالة فرانس برس على جيف الماعز والأبقار والحمير المتناثرة قرب الأكواخ المتواضعة ذات الأسقف المصنوعة من القش… ففي هذا المكان، لم تتساقط الأمطار منذ 18 شهرا.
وتحديدا في شهر أبريل هذا العام، كان الهواء حارا وجافا والأرض جدباء.
ونفق جزء كبير من حيوانات حوالى 200 عائلة شبه رُحّل في القرية. ويقول أحد السكان حسين هبيل (52 عاما) “أولئك الذين كانوا يملكون مثلا 300 رأس ماعز قبل الجفاف، لم يتبق لديهم إلا 50 إلى 60 رأسا. بالنسبة إلى البعض، (…) لم ينج أي منها”.
ومنذ نهاية العام 2020، في هذا المكان، كما هي الحال في المناطق الجنوبية الأخرى من البلاد، في الصومال أو كينيا المجاورتين، لم تهطل الأمطار إلا قليلا. وفي إثيوبيا، تضاف هذه الكارثة الإنسانية إلى تلك التي سببها الصراع في إقليم تيغراي في شمال البلاد.
ويقدّر مكتب الأمم المتحدة للشؤون الإنسانية أن ما بين 5,5 و6,5 ملايين شخص في إثيوبيا (أو حوالى 5 و6 % من السكان) يعانون انعدام أمن غذائي خطيرا بسبب الجفاف.
وبحسب المكتب، تسببت موجة الجفاف الحالية في نفوق حوالى 1,5 مليون رأس من الماشية في هذا البلد، ثلثاها تقريبا في المنطقة الصومالية، و”تدهورت الحالة البدنية للحيوانات الحية بشكل خطير ما أدى إلى انخفاض قيمتها السوقية”.
بالنسبة إلى السكان الرحل أو شبه الرحل في هذه المنطقة القاحلة، توفر الثروة الحيوانية الغذاء والدخل، لكنها تشكل أيضا كل مدّخراتهم.
وتقول تاريك محمد (50 عاما)، وهي مربية ماشية في هارغودودو الواقعة على مسافة خمسين كيلومترا من غودي، المدينة الرئيسية في المنطقة الإدارية شابيل، “كنا من البدو الرحل الأصليين قبل هذا الجفاف: اعتمدنا على الحيوانات للحصول على اللحوم والحليب وكنا نبيعها”.
وتضيف “لكن اليوم، لم يعد هناك أي مستقبل في مجال الرعي لأنه لم يعد هناك أي قطعان”، موضحة “انتهت حياتنا البدوية”.
بعدما جفّت الآبار وتقلّصت المساحات المخصصة للرعي، يقول الرعاة إنه “أسوأ جفاف شهدناه على الإطلاق” قضى على الماشية التي كانت العمود الفقري لأسلوب حياتهم الذي بات مهدّدا.
مجتمع بكامله ينهار: قرى تفرغ من سكانها للنزوح إلى المدن، عائلات تتفكك وأطفال يهملون لأنه يجب إنقاذ ما تبقى من الحيوانات الأساسية للاستمرار.
جمال بلا حدبات
ودائما ما كان تناوب المواسم الجافة والمواسم الممطرة، موسم ممطر قصير في آذار/مارس ونيسان/أبريل وموسم طويل بين حزيران/يونيو وآب/أغسطس، يوازن حياة مربي الماشية هؤلاء.
وتقول تاريك “قبل هذا الجفاف الكارثي، كنا ننجو من موجات الجفاف السابقة بفضل بقايا مساحات الرعي التي تخلفها الأمطار”.
لكن الأمطار لم تتساقط خلال المواسم الممطرة الثلاثة الماضية. أما الموسم الرابع الذي بدأ في آذار/مارس، فيبدو أيضا أنه سيكون جافا.
ويقول علي نور محمد (38 عاما) المسؤول في منظمة “سايف ذي تشيلدرن” غير الحكومية إن المنطقة “تعتبر موجات الجفاف ظاهرة دورية (…) لكنها أصبحت الآن أكثر تواترا”.
وجاء في التقرير الأخير للهيئة الحكومية الدولية المعنية بتغير المناخ التابعة للأمم المتحدة أن تواتر موجات الجفاف “تضاعف منذ العام 2005” في شرق إفريقيا، “من كل ست سنوات إلى كل ثلاث سنوات”، و”كانت هناك موجات جفاف طويلة عدة خصوصا في المناطق القاحلة وشبه القاحلة في المنطقة منذ 30 عاما”.
ومنذ العام 2012، وجدت دراسة أجرتها الوكالة الأميركية للتنمية (يوسايد) أن المناطق الجنوبية من إثيوبيا تتلقى 15 إلى 20 % من الأمطار أقل مما كانت تتلقاه في السبعينات، وأن المناطق التي تتلقى 500 مليمتر من الأمطار السنوية اللازمة للزراعة والرعي، آخذة في الانكماش.
ويقول علي نور محمد “الآن، بمجرد أن يحاول الرعاة التعافي من الجفاف، يواجهون موجة جفاف جديدة”، مشيرا إلى أنها “متقاربة جدا بحيث لا يستطيع هؤلاء الرعاة النهوض”.
وسيكون هذا الموضوع مدرجا على قائمة اجتماع الدول الأطراف في اتفاقية الأمم المتحدة لمكافحة التصحر الذي ينعقد في أبيدجان في الفترة الممتدة من 9 أيار/مايو إلى 20 منه.
ويقول جميع مربي الماشية الذين قابلتهم وكالة فرانس برس في المنطقة إنهم فقدوا ما بين 80% و100% من مواشيهم. أما القطعان القليلة المتبقية فهي نحيفة جدا فيما فقدت العديد من الجمال حدابها، مخزون غذائها.
“مشينا خمسة أيام”
من أجل الحصول على الطعام، انتقل العديد من الرعاة إلى مخيمات أقامها النازحون بسبب الجفاف قرب القرى كما هي الحال في أدلالي القريبة من غودي حيث تخرج من الغبار الذي تحمله الرياح الحُجُب الملونة لعشرات النساء اللواتي جئن للحصول على مساعدات غذائية طارئة يوزعها برنامج الأغذية العالمي.
وتقول حبيبة حسن خديد (47 عاما)، وهي أم لعشرة أطفال ومربية أبقار وجمال، “نفقت كل حيواناتنا بسبب الجفاف” و”مشينا خمسة أيام للمجيء” إلى هنا.
جاءت أهادو جيس حسين، وهي أم لسبعة أطفال، إلى أدلالي حاملة ابنها المعوّق البالغ 15 عاما على ظهرها. وتروي الأرملة “كان لدي 100 رأس من الماعز، نفقت كلها (…) لقد جئت من دون أي شيء. كان لدي ثلاثة حمير، لكنها نفقت كلها”، مشيرة إلى أنها “لم تختبر جفافا مماثلا من قبل”.
وتعيش المرأتان مع 2700 عائلة أخرى في مخيم فاربورو 2 الذي أقيم قبل ثلاثة أشهر، وهو عبارة عن أكواخ مصنوعة من أغصان الشجر مدعومة بأقمشة مختلفة توفّر الظل في حرارة تبلغ 40 درجة مئوية.
ويوضح منسق المخيم علي محمد علي أن “الظروف المعيشية مقلقة، تعيش معظم العائلات على ما تتلقاه من الأقارب”.
ويشير إلى أنه “لا يمكن أن تستمر تربية الماشية مع موجات الجفاف المتكررة”.
“الآبار فارغة”
قبل الجفاف، كانت حليمة حربي (40 عاما)، وهي أم لتسعة أطفال، “جزءا من العائلات التي لديها ما يكفي” للعيش بشكل لائق في منطقة حيث الرفاه غير معروف.
وتقول “الآن ليس لدينا شيء. استخدمت حماري الأخير لنقل عائلتي الى هنا، لكنه (…) نفق في الطريق”.
من كوخه الصغير، يقول عبدي كابي أدان، وهو راع يبلغ 50 عاما “لم يسلم أي من حيواناتنا”.
ويضيف “في السابق، كانت الأمطار تتساقط في أماكن أخرى من المنطقة، لذلك كنا ننتقل مع حيواناتنا إلى المراعي المروية، حتى لو كان الأمر يستغرق أياما. لكن هذه المرة الجفاف في كل مكان” و”الآبار فارغة”.
يوجد عدد قليل من الرجال في المخيم. بقي البعض مع آخر رؤوس الماشية يبحث عن مساحة للرعي. غادر كثر بحثا عن عمل في المدينة، وهرب آخرون غير قادرين على مواجهة العار أو أسئلة الزوجات القلقات على المستقبل.
وتشرح حليمة حربي “في السابق، كانت توكل إلى الرجال مهمات حلب الأبقار” وسوق القطعان إلى المراعي و”شراء الطعام والبضائع للعائلة: اختفت هذه الأدوار مع ماشيتنا”. وهناك تفكك في العائلات، بينما حلّ التنافس محل التعاضد، “عندما تصل شاحنات توزيع المياه، لا يحصل المسنون المستضعفون على شيء، لأن التدافع خشن”.
سوء تغذية
ويدفع الأطفال ثمنا باهظا. ويوضح علي نور محمد من “سايف ذي تشيلدرن” أن الآباء الغارقين في المشكلات “ليس لديهم الوقت حتى للاعتناء بأنفسهم ورعاية أولادهم”، إذ يبحثون عن طرق لإنقاذ ماشيتهم.
وتقوم المنظمة غير الحكومية خصوصا بزيارات مجتمعية وتحدد الأطفال المعرضين للخطر وتنقلهم إلى مراكز صحية، مثل مستشفى غودي.
هنا، في الجو الخانق لوحدة التغذية حيث تقوم الأمهات بالتهوئة بالحجاب الذي يطرد الذباب أيضا، عشرات الأطفال النحيفين للغاية.
ويوضح مدير المستشفى الدكتور محمد شافي نور أن أطفال المنطقة عادة “على شفير نقص التغذية، لذلك عند أدنى مرض يصابون بسوء التغذية”.
ومن جانبها قالت منظمة الأغذية والزراعة للأمم المتحدة إنها تعمل على إفادة 620 ألف أسرة في المناطق المتضررة من النزاع في شمال إثيوبيا من خلال توفير المدخلات الزراعية.
ومن ناحية اخري قال كريستيان يوكا ، مدير وكالة التنمية الفرنسية في إفريقيا ، إن منطقة القرن الأفريقي بحاجة إلى نهج هيكلي أكثر وحلول منهجية للتخفيف من الآثار الشديدة المتكررة للجفاف في المنطقة .
تعاني المجتمعات في القرن الأفريقي واحدة من أشد حالات الجفاف في التاريخ ، وتتزايد أسعار المواد الغذائية في العديد من المناطق المتأثرة بالجفاف بسبب مجموعة من تحديات الاقتصاد الكلي ، والمحاصيل دون المتوسط ، وارتفاع الأسعار في الأسواق الدولية.
في السنوات العشر الماضية وحدها ، عانى القرن الأفريقي من ثلاث موجات جفاف شديدة (2010-2011 ، 2016-2017 ، و2021-2021).
وقال مدير التنمية لوكالة الأنباء الاثيوبية إنه على الرغم من جميع الاستجابات قصيرة المدى والطارئة تجاه السكان التي تؤثر بشكل كامل على المنطقة ، إلا أنها تحتاج إلى نهج أكثر هيكلية للتخفيف من آثار الجفاف المتكرر.
وفي هذا الصدد ، قال يوكا “أشدد على تقديم الدعم من فرنسا عبر برنامج الغذاء العالمي لمعالجة قضايا الأمن الغذائي”.

وأشار إلى أن القرن الأفريقي منطقة ديناميكية ، وشدد على أنه يمكن تعزيز هذه الديناميكية بمزيد من مبادرات التكامل والتعاون.

وفي حديثه في تقرير مدته تسعة أشهر قُدم إلى اللجنة الدائمة للعلاقات الخارجية وشؤون السلام في مدينة ججيجا ، قال مفوض إدارة الكوارث الطبيعية ، ميتكو كاسا ، إن البلاد تشهد منذ عام 2015 كارثة من صنع الإنسان وطبيعية أدت إلى نزوح العديد من الإثيوبيين في أجزاء مختلفة من البلاد و أن المفوضية تقدم الدعم الإنساني للأشخاص النازحين بسبب الصراع الدائر في أماكن مختلفة في جميع أنحاء البلاد.
تدعم المفوضية حاليًا النازحين داخليًا بسبب الصراع في الجزء الشمالي من البلاد بما في ذلك اقليم تجراي وعفر وأمهرا.
بالإضافة إلى ذلك ، كانت المفوضية تدعم الأشخاص المتأثرين بشدة بالجفاف في اقليم الصومال وأوروميا وفي بعض أجزاء الولايات الجنوبية الإقليمية.

حتى الآن ، أعادت البلاد حوالي 29 ألف إثيوبي من المملكة العربية السعودية.
من جانبه قال نائب رئيس اقليم الصومال إبراهيم عثمان إن الاقليم تضررت من أسوأ موجة جفاف منذ 40 عاما.
وأضاف أن الحكومات الاتحادية والإقليمية وبالتعاون مع الشركاء تعمل على تعبئة الموارد للاقليم .
وأوضح أن الجهود جارية لإعادة تأهيل المجتمعات المتضررة في الاقليم بشكل مستدام.
