أديس أبابا(العلم) قال وزير الري السوداني السابق عثمان ألتوم حمد: إن سد النهضة الإثيوبي الكبير يفيد الدول المشاطئة في السيطرة على الطمي، والحد من الفيضانات، والحفاظ على سدودها، مضيفا إلى أنه يعتبر صمام أمان في أوقات الجفاف المستمر من بين فوائد أخرى.
ودعا الوزير إلى التعاون الإقليمي وعدم التركيز فيما يتعلق بسد النهضة فقط ، بل على المشاركة الجماعية في مشاريع التنمية. وقال: إن على الدول أن تفكر على نطاق واسع ولا تقتصر على سد النهضة الإثيوبي الكبير.لأن السد مشروع متكامل يربط دول المنطقة ويوفر الطاقة الكهربائية لدول الجوار مثل السودان وكينيا. ولذلك ، فإن التعاون من أجل المنافع المتبادلة أمر ضروري.
وقال الوزير: “نحن بحاجة إلى الإرادة السياسية للدول للعمل مع بعضها البعض والالتزام بالأمور الأولية التي يمكن على أساسها بناء مشاريع مشتركة، وتحقيق التكامل الاقتصادي والاجتماعي والبيئي”. موضحا بأن التخزين في السد ليس له تأثير على المناخ، وأن التخزين في السد العالي في مصر يحتوي على ما يقرب من ضعف مخزون سد النهضة.
وأشار السيد حمد إلى أن سد النهضة لا يقلل من كمية المياه التي تصل إلى مصر، بل على العكس فهو يزيد المياه الواصلة إلى مصر، ويمكن أن يعمل السد العالي بمستويات أقل، من كمية التبخر الحالية التي تصل إلى 8-10 مليارات متر مكعب. من 14 مليار متر مكعب حاليا .
وبصفته خبيرًا في مجال المياه، حث السيد حمد الدول الثلاث (إثيوبيا ومصر والسودان) على الاستفادة من تجارب الدول الأخرى التي تشترك في منافع السدود مثل سد مانانتالي في موريتانيا الذي يضم ثلاث دول: السنغال ومالي وموريتانيا. وكذلك التعاون بين جنوب إفريقيا وليسوتو والتعاون القائم في نهر النيجر.
وأوضح وزير الري السابق أن السودان يستفيد كثيرا من السد حيث يعمل على تنظيم منسوب النيل الأزرق وحمايته من السيول السنوية، ويعمل على توسيع المساحة الزراعية بالإضافة إلى تسهيل النقل النهري. مؤكدا على أنه تم بناء سد النهضة بأسلوب هندسي ممتاز وتخطيطه وتصميمه وتنفيذه أيضاً. ويمكننا الحفاظ عليه من خلال التشغيل الأمثل من خلال المراقبة.
علاوة على ذلك، اقترح الوزير تنفيذ مشاريع تكامل إقليمية أخرى لإفادة مواطني المنطقة، والحد من الفقر، ومكافحة الهجرة، بحيث يمكن للدول التحدث بصوت واحد إلى المؤسسات الدولية في تمويل مشاريع مشتركة أخرى بين الدول في عدة مجالات. كما أعرب حمد عن أمله في أن يتم التوصل إلى اتفاق مرضٍ من خلال المفاوضات الثلاثية لصالح الجميع.
