*وزير خارجية جنوب السودان : نجاح إثيوبيا في تنفيذ مبادرة البصمة الخضراء يعتبر مصدر إلهام لدول شرق إفريقيا الأخرى

العلاقات الأخوية بين إثيوبيا ودولة جنوب السودان علاقات تاريخية قديمة وهناك ثمانية قبائل مشتركة بين البلدين . وعليه يعمل البلدان على تطوير هذه العلاقات بين الشعبين حتي تتحقق رغبات هذه الشعوب المتداخلة أصلا .
ونتيجة للجوار الجغرافي والترابط الأسري وأواصر العلاقات القوية بين الشعبين الشقيقين تبذل حكومتا البلدين جهودا مكثفة لتعزيز روابطهما السياسية والاجتماعية والاقتصادية والأمنية والاستثمارية.
و تهدف إثيوبيا إلى تحقيق وتعزيز التعاون في العديد من المجالات لتحقيق هذا الهدف من بينها التجارة، والاستثمار والربط الكهربائي والنقل البري الذي يربط بين البلدين الذي هو من أهم دعامات التكامل الاقتصادي الإقليمي إلى جانب التكامل الأمني.
وفي هذا الاطار قال قال وزير خارجية جنوب السودان ان البلدين لديهما حدود طويلة جدًا. وان في الوقت الحاضر تعمل حكومة إثيوبيا على بناء الطريق بين البلدين وتطوير البنية التحتية بينهما وهو أمر مهم للغاية لأن الطريق يربط الناس.
وفي مقابلة مع مؤسسة الصحافة الاثيوبية قال وزير خارجية جنوب السودان دينق داو مالك ان حكومة جنوب السودان تعمل أيضًا على تطوير الطريق حتى يكون الترابط جيدًا بين شعبي البلدين.
واضاف:” نحن حريصون جدا على موضوع البنية التحتية ونحن نعمل بجد لنكون قادرين على تحسين معيشة شعبنا من خلال ربط البلدين بالتجارة والاسواق والمشاريع التنموية.
وقال ان التجارة هي واحدة من القضايا الرئيسية. وان وزارة الداخلية والشرطة تعمل معًا لتنظيم هذا النوع من التنقل.
واضاف:” بالطبع ، نرحب بالأشخاص الذين يدخلون أو يخرجون من جنوب السودان بطريقة مشروعة ولكن يجب أن نكون حذرين للغاية بشأن الأشخاص الذين يمارسون التجارة غير المشروعة عبر الحدود ، والاتجار بالبشر ، وغسيل الأموال و المجتمع الإثيوبي في جنوب السودان يبلي بلاءً حسناً فهو مبدع جدا ومنظم جدا. لديه متاجر وبنوك وأماكن مختلفة ولديه فنادق وهو يقوم بعمل جيد. وهم مواطنون ملتزمون بالقانون. ونحن سعداء معهم لأنهم يؤدون أعمالهم ويحترمون قوانين جنوب السودان”.
واشار الي ان إثيوبيا وجنوب السودان وكينيا يعملون معًا للربط بالبحر عبر ميناء لامو من خلال مشروع تم تطويره من قبل الدول الثلاث لتسهيل نقل السلع والخدمات من المحيط الهندي الي جنوب السودان وكينيا وإثيوبيا.
وقال ان المشروع هو مشروع إقليمي رائد يهدف إلى توفير النقل والبنية التحتية اللوجستية التي تهدف إلى خلق اتصال سلس بين دول شرق إفريقيا في كينيا وإثيوبيا وجنوب السودان.
وقال إن الممر يمكنه نقل البضائع إلى جنوب السودان و يمكن أن تصل إلى السودان ويمكنك الذهاب إلى وسط إفريقيا.
و قال وزير خارجية جنوب السودان ان نجاح إثيوبيا في تنفيذ مبادرة البصمة الخضراء يعتبر مصدر إلهام لدول شرق إفريقيا الأخرى لتنفيذ حملات خضرة مماثلة.
واضاف أن المبادرة ، التي يقودها رئيس الوزراء أبي أحمد تشجع دول شرق إفريقيا الأخرى على تحويل انظارها إلى الحفاظ على الطبيعة.
واضاف ان جنوب السودان معجب بالتزام الحكومة الإثيوبية ونجاحها في التفوق في الخطة الموضوعة لزراعة 25 مليار شتلة.
واشار الي انه بما أن العالم يتجه الآن نحو التصحر ، فإن مبادرة الإرث الأخضر هي خطوة في الوقت المناسب لحماية البيئة وانه مع توسع الصحراء ، يجب أن نمنع تدهور الأراضي .
وفي إشارة إلى انخفاض مساهمة إفريقيا والدول النامية الأخرى في التلوث ، أكد الوزير أنها تتأثر بشكل كبير بالتغير المناخي الناجم عن الصناعة.
وقال :”في شرق إفريقيا ، أثر الجفاف على العديد من الأماكن ، ولكن إذا ذهبت إلى بلدي ، جنوب السودان ، فسوف تجد الفيضان يغرق ست ولايات من أصل عشر. لذلك ، فإن الأشخاص المقيمين في المناطق الجافة والرطبة قد تأثروا بتغير المناخ و لا توجد طريقة أفضل من العمل معًا ومعرفة كيف يمكننا تحسين منطقتنا “.
واضاف ان أحد القضايا التي بحثتها دول شرق إفريقيا هو إعادة البيئة إلى القدرة على الحفاظ على السكان والنظام البيئي الذي يمكن للناس العيش فيه معًا.
وأشاد الوزير بمساهمة الوكالات المانحة في الاستجابة الإنسانية في شرق إفريقيا. ومع ذلك قال ان المنطقة يجب ان تعتمد على نفسها .
كما تنظر دولة جنوب السودان الي سد النهضة نظرة إيجابية لانه سيعمل على ربط دول المنطقة بالكهرباء لدي الانتهاء من بنائه كما ستكون من اول المستفيدين من بنائه لانها وقعت اتفاق مع اثيوبيا للحصول على الكهرباء لدي الانتهاء من بناء السد.
وأيمانا بالمنفعة المتبادلة والسلام والاستقرار من اجل تحقيق التنمية، تشارك إثيوبيا دولة جنوب السودان مشاركة كبيرة في إرساء السلام والتنمية في داخل وخارج الدولة وبذلك تكون دولة ناجحة تعمل من اجل الانسانية والانسان الذي عاني ويلات الحروب لكي ينعم بالسلام فقط لا غير هذا ما تريده اثيوبيا من دولة جنوب السودان .
ولا شك أن العلاقات ظلت ولا تزال تنمو يوما بعد يوم وهذه العلاقات الرفيعة المستوى يقف من خلفها قادة البلدين والشعبين الشقيقين وسيعمل التكامل الشامل بين دولة جنوب السودان وإثيوبيا في المستقبل على تحقيق الرفاهية والاكتفاء الذاتي لشعبي البلدين .
