ኢህአዴግ አስራ አንደኛውን ድርጅታዊ ጉባኤውን ከመስከረም 23 እስከ መስከረም 25 ቀን 2011 ዓ.ም በሐዋሳ አካሂዷል፡፡ በማጠናቀቂያውም ባለ ሰባት ነጥብ የአቋም መግለጫ አውጥቷል፡፡ የኢህአዴግ ጽህፈት ቤት ኃላፊ ወይዘሮ ፈትለወርቅ ገብረእግዚአብሔር ስለ ጉባኤው ውሣኔዎችና ተያያዥ ጉዳዮችን በተመለከተ ከአዲስ ዘመን ጋዜጣ ጋር ያደረጉትን ቆይታ እንደሚከተለው እናቀርባለን፡፡
አዲስ ዘመን፡- ኢህአዴግ አስራ አንደኛውን ጉባኤውን ከመስከረም 23 እስከ መስከረም 25 ቀን 2011 ዓ.ም በሐዋሳ አካሂደል፡፡ እንደ ስኬት የሚቆጠሩ ጉዳዮች ምንድን ናቸው?
ወይዘሮ ፈትለወርቅ፡- ጉባኤው ስኬታማ እንዲሆን መሠራት ያለባቸው የቅድመ ዝግጅት ሥራዎች ስለተሰሩ የተሳካ ይሆናል የሚል ግምት ተይዞ ነው የተጀመረው። እንደሚታወቀው ከስድስት ወር በፊት ጉባኤው የሚካሄድበት አጋጣሚ ነበር። አመቺ ሁኔታ ፈጥረን ወደ ጉባኤው ብንሄድ ይሻላል በሚል ተራዝሞ የተሳካ ጉባኤ ማካሄድ ተችሏል።
በጉባኤው እንደ ስኬት የሚቆጠረው በቀረቡት ሪፖርቶች ላይ ጥሩ የሆነ መግባባት ተፈጥሯል። የተለያዩ አመለካከቶች ቢነሱም የአስተሳሰብ መቀራረብ ተፈጥሮ መጨረሻ ላይ በብሔራዊ ድርጅቶ መካከል ያለምንም ልዩነት በሙሉ ድምጽ የቀረበው ሪፖርት የፀደቀበትና አንድ ተመሳሳይ የሆነ የጋራ አቋም ተይዞ የተወጣበት ጉባኤ ነው። በዚህም ኢህአዴግ እንደ ውስጣዊ ጥንካሬውን አስጠብቆ የሚቀጥልበት ሁኔታ ተፈጥሯል፡፡
ኢህአዴግ ከአሁን በፊት በአገሪቱ ያደረጋቸውን ብዙ ጠንካራና አመርቂ ሥራዎች አሉ። የተለያዩ ችግሮችም አሳልፏል። እነዚህን ችግሮች በሰላ ሁኔታ ገምግሞ ለህዝብ ይፋ አድርጓል። ከእነዚህ ችግሮቹ ወጥቶ ህብረተሰቡን ለመካስ በትክክለኛ አቅጣጫ አገሪቱ ወደፊት እንድትራመድ ለማድረግ የሚያስችል አቅጣጫዎችን በማስቀመጥ ነው ጉባኤው የተጠናቀቀው። ከዚህ አኳያ ትክክለኛ ግምገማዎችና የወደፊት አቅጣጫዎች የተቀመጠበት ሁሉም አባል ብሔራዊ ድርጅቶች ተስማምተው ያለምንም ልዩነት በጋራ በድምጽ አጽድቆ የወጡበት ነው። በስኬት የተጠናቀቀ ጉባኤ በመሆኑ ኢህአዴግ የተሻለ ሥራ ይሠራል ማለት ይቻላል።
አዲስ ዘመን፡- በጉባኤው በብሔራዊ ድርጅቶች መካከል የተንፀባረቁ የሃሳብ ልዩነቶች አልነበሩም?
ወይዘሮ ፈትለወርቅ፡- ከዚህ አኳያ ቀደም ብሎም በተደጋጋሚ በድርጅቱ ውስጥ፣ እንደ ኢህአዴግ በሥራ አስፈፃሚ፣ በምክር ቤት ደረጃ ውይይቶች በማካሄድ በተቻለ መጠን በተለያዩ የጋራ አስተሳሰብ ለመያዝ ጥረቶች ሲደረጉ ነበረ። በዋናዎቹ ጉዳዮች ስምምነት ላይ የተደረሰበት ሁኔታ ነው ያለው። የተለያዩ አመለካከቶች እንኳን በተለያዩ ብሔራዊ ድርጅቶች መካከል በአንድ ብሔራዊ ድርጅት አባላት ውስጥም ሊታዩ ይችላሉ። ዋናው ነገሩ የተለያዩ አመለካከቶች በግልፅ ወደ መድረክ ወጥተው ገልፅ የሆነ ውይይት ከተደረገባቸው፤ በዛው ዙሪያ አብዛኛው ተመሳሳይ አቋም እየያዘ የሚሄድበት አቅጣጫ ከተከተል በብሔራዊ ድርጅቶች መካከል የነበረውን መራራቅና አለመግባባት በሂደት እየጠበበ የሚሄድበት ሁኔታ እየተፈጠረ ይሄዳል።
በብሔራዊ ድርጅቶች መካከል አሁንም በመሰረታዊ ጉዳዮች ላይ የጋራ መግባባት ላይ የተደረሰበትና የጋራ አቋም የተያዘበት ሁኔታ ነው ያለው። ነገር ግን ከአሁን በኋላም ቢሆን ቀጣይ የሆኑ ሥራዎች አያስፈልጉም ማለት አይደለም። አንዳንድ የአገማገም ልዩነቶች፣ የአስተሳሰብ ልዩነቶች እየፈቱ የመሄድ ጉዳይ በቀጣይም ትግል የሚያስፈልገው ነገር ነው።
አንዱ ብሔራዊ ድርጅት በሌላው ብሔራዊ ድርጅት ላይ የሚሰማውን ነገር በሙሉ ማቅረብ አለበት ብለን ነው የምናምነው። የተለያዩ አስተሳሰቦች እያሉ ግልጽ አድርጎ መነጋገር አልነበረም። ይህ ልምድ ደግሞ ይበልጥ ልዩነታችንን እየሰፋ እንዲሄድ አድርጎት ነበረ። ይሄ መቀየር አለበት፤ ትክክል እንዳልሆነ መግባባት ላይ ተደርሷል። ጉባኤው ተካሂዷል ያለምንም ልዩነት በሙሉ ድምጽ ውሣኔዎቹን ወስነናል ማለት ግን ቀጣይ አንድነታችንን ለማጠናከር ብዙ ሥራዎችን ማከናወን አይቀረንም ማለት አይደለም።
የተለያዩ ሃሳቦች የቀረቡ ቢሆንም መጨረሻ ላይ ሪፖርቱና የተሰጡት ማጠቃለያዎች ሲጸድቁ ያለምንም ድምጸ ተአቅቦ በሙሉ ድምጽ ነው ያለፈው። ስለዚህ ይሄ በጣም ትልቅ ስኬት ነው ማለት ይቻላል። ይሄ ማለት ግን እያንዳንዱ ባይቃወምም የበለጠ ነገሩ ግልጽ እንዲሆንለት ያደረጋቸው ውይይቶች በየብሔራዊ ድርጅትም በጋራም ሊኖሩ ይችላሉ። የጋራ አንድነታችን የሚያጠናክር ሥራ መሥራት ይጠበቅብናል። ይህ በሁላችንም ብሔራዊ ድርጅቶች በኩል መሠራት የሚገባው ነው።
አዲስ ዘመን፡- በብሔራዊ ድርጅቶች በአስተያየት መልክ የቀረቡና የጋራ መግባባት የተደረሰባቸው ጉዳዮች ምንድን ናቸው ?
ወይዘሮ ፈትለወርቅ፡- ለምሣሌ ከአዲሱ አመራር ለውጥ በኋላ ሁሉም ብሄራዊ ድርጅቶች ለውጡን እየተቀበሉት አይደለም የሚል የተነሳ ጉዳይ ነበር። ለምሣሌ የህወሓት ማዕከላዊ ኮሚቴ መንግሥት ስለ ኢትዮ ኤርትራ ጉዳይና ስለ ፕራይቬታይዜሽን ውሣኔ ካስተላለፈ በኋላ በመገናኛ ብዙሃን ያንጸባረቀው አቋም ተገቢ አልነበረም የሚል ነገር ተነስቷል፡፡
ህወሓት ያወጣውን መግለጫም በተመለከተ ማብራሪያ ተሰጥቷል፡፡ ከኤርትራ ጋር ሠላም የመፍጠሩን ጉዳይ በተመለከተ በእኛ በኩል ስንፈልገውና ስንታገልለትም የነበረ ጉዳይ ነው። ነገር ግን ተግባራዊ በሚሆንበት ጊዜ በጣም በጥንቃቄ መሆን እንዳለበትና ብዥታ እንዳይፈጠር ህብረተሰቡን ባሳተፈ መንገድ ተግባራዊ ይሁን እንደሚልና ፕራይቬታይዝ በሚደረግበትም ጊዜ አንዳንድ ግምት ውስጥ መግባት ያለባቸው ጉዳዮች መኖራቸውን አንስተን ያቀረብነው እንጂ ውሣኔውን የተቀበልነው መሆናችንን በመግለጫው አለ። የተወሰነው ውሣኔ ከፕሮግራማችን ጋር አብሮ የሚሄድ ነው። ውሳኔው ትክክል ነው፤ ነገር ግን አፈፃፀሙ ላይ መሆን ያለባቸው ጉዳዮች እንዲህ እንዲህ ይሁን የሚል ነበር። ይህም እንደ ተቃውሞ የተወሰደበት ሁኔታ ነበረ። ይሄ አለመሆኑም ህወሓት አቅርቧል።
አመራሩን በተመለከተም የዶክተር አቢይ አመራርን ይደግፈዋል ወይ? የሚል የተወሰኑ መጠራጠሮች በጉባኤው የቀረበ ሲሆን እስካሁን ድረስ የተሠሩ ሥራዎችን ህወሓት በአዎንታ መልኩ እንደሚቀበልም፤ ኢህአዴግ ያስቀመጠውን አቅጣጫ መሰረት ተደርጎ የተሰሩና ዶክተር አብይ እንደ ድርጅት ሊቀመንበርና የአገሪቱ ጠቅላይ ሚኒስትር የራሱን የግል ተነሳሽነትን በመጨመር ያከናወናቸው ተግባራት እንደሚደነቁ የቀረበበት ሁኔታ ነበረ። መጠራጠሩን መልክ የያዘበትና ዕርስ በዕርሳችን ተደጋግፈን መሄድ እንችላለን የሚል ጥሩ መንፈስ የተፈጠረበት ጉባኤ ነበረ።
የሚካሄዱ ለውጦች የኢህአዴግ ነው ወይንስ የግለሰብ ? በልማታዊ ዴሞክራሲያ መስመራችን ነው እየተጓዝን ነው ያለነው የሚሉ የተለያዩ ጥርጣሬዎችም ነበሩ። ከዚህ አኳያ ለውጡ ኢህአዴጋዊ፣ ሕገ መንግሥታዊና ህዝባዊ ነው የሚል ድምዳሜ ላይ ተደርሷል። የተደረጉ የተለያዩ ለውጦች በሪፎርም ሥራዎቻችን ተግባራዊ መደረግ አለባቸው ተበሎ እንደ አቅጣጫ የተቀመጡ ነገሮች ናቸው።
ተግባራዊ አፈፃፃሙ ላይ እንዲህ ቢሆን አይሻልም ወይ የሚሉ ነገሮች ሊነሱ ይችላሉ። በአጠቃላይ ሲታይ ግን ለውጡ በዚህ ማዕቀፍ ነው የተካሄደው፤ ዶክተር አቢይ የሚያካሂዳችው የተለያዩ እንቅስቃሴዎች የኢህአዴግ ሊቀመንበርና የአገራችን ጠቅላይ ሚኒስትር ሆኖ የሚሠራቸው ሥራዎች እንደመሆናቸው መጠን የግለሰብ ሳይሆን በተለመደው የኢህአዴግ አካሄድ የድርጅታችን ለውጦች ናቸው ተብሎ በዛ ደረጃ ህብረተሰቡ ግልፅ እንዲሆንለት የተሠራ ሥራ ውስንነት እንዳሉት ቀርቧል። ድምዳሜ ላይ የተደረሰበትም ከዚህ አኳያ ነው።
ከዚህ አልፎም ልማታዊ ዴሞክራሲን በተመለከተ በዚሁ መሄድ አለብን ወይስ ለውጥ ማድረግ ይገባል የሚሉም በአንዳንድ ብሄራዊ ድርጅት አባላት የቀረቡበት ሁኔታ ነበር። እነዚህ ሁሉ መልስ የተሰጠበት ነው ማለት ነው። አሁንም አቅጣጫችን ልማታዊ ዴሞክራሲያ መስመር ተከትለን መሆኑ መግባባት ላይ ተደርሷል።
የፕሮግራም ማሻሻያ የሚደረግ ከሆነ አንደኛ ጥናት ላይ ተመስርቶ ነው። እንዲሁ በስሜት አይደለም። የፕሮግራም ለውጥ እና ማሻሻያ ለማድረግ የሚያስገድዱ ነገሮች ምንድናቸው ከፕሮግራሙ ውስጥ ወይንም ጊዜውን የጨረሰ ከሆነ ወይንም ካለው ነባራዊ ሁኔታ ጋር ተያይዞ መጨመር ያለበት ነገር ካለ በአጠቃላይ ሁሌ እየዳበረ እያደገ ነው ፕሮግራማችን የሚሄደው። እንዲህ አይነት ነገር ሲደረግ በጣም ጥልቅ የሆነ ጥናት ነው የሚደረገው። ጥናት ተደርጎ በአመራር ደረጃ ብቻ ሳይሆን አባሉ በሙሉ ውይይት ያደርግበታል። ከጉባኤው በፊት መግባባት ነው የሚፈጠረው። አባላት ብቻም ሳይሆን ህዝብም ጭምር እንዲወያይበት ይደረጋል። ለዚህ ትልቁ ምሣሌ ተደረጎ የሚወሰደውና ትልቅ የፕሮግራም ማሻሻያ ያደረግነው በ1994 በተደረገው ጉባኤ ነው።
በዚህ ዓመት የፕሮግራም ማሻሻያ ከመደረጉ በፊት ከ1993 ጀምሮ ከሞላ ጎደል ለሁለት ዓመታት በጣም ሰፋፊ የሆኑ ውይይቶች ተደርገዋል። በጣም ብዙ የጥናት ፅሁፎች ቀርበዋል። ኮንፍረንሶች ተካሂደዋል። ይህ ሁሉ ከተሰራና መግባባት ከተፈጠረ በኋላ በመጀመሪያ ብሄራዊ ድርጀቶች በየጉባኤዎቻቸው ማሻሻያውን ያካትቱታል። ከዚያ አንደ ኢህአዴግ ደግሞ ይካተታል ማለት ነው።
አሁን በተለያየ ቋንቋ የተፃፈ አንድ ፕሮግራም ነው ያለን። ፕሮግራም ማለት አንድን ድርጅት ድርጀት የሚያደረገው ነው። ፕሮግራም የለም ማለት ድርጅት የለም ማለት ነው። እነዚህ በመቶ ሺ እና በሚሊየን የሚቆጠሩ አባላት፤ በአንድ ድርጀት ስር አባላት ሆነው የሚመለመሉና የሚደራጁት ፕሮግራሙን አምነው ነው።
አዲስ ዘመን፡- አብዮታዊ ዴሞክራሲ/ ልማታዊ ዴሞክራሲ ርዕዮተ ዓለም ነው ወይስ ፕሮግራም የሚለው ላይ ግልፀነት ይጎለዋል ይባላል፤ ድርጅቱ እንዴት ነው የሚተረጉመው?
ወይዘሮ ፈትለወርቅ፡- እንዳልከው ግልፅ ያልሆነ ነገር አለ። ርዕዮት ዓለም ማለት ነገሮችን የምታይበትና የምትተነትንበት መንገድ ነው። ርዕዮት ዓለም ሁለት ናቸው። የላብ አደር ርዕዮት ዓለም አለ፤ በሌላ አነጋግር ማርክሲስት ሌኒኒስት ርዕዮት ዓለም ማለት ነው፡፡ በሌላ በኩል የከበርቴው ርዕዮት ዓለም አለ። በዚህ ስር የተለያዩ ክፍሎች አሉ። ሊብራል ዴሞክራሲ፣ አብዮታዊ ዴሞክራሲና ሶሻል ዴሞክራሲ አለ።
አብዮታዊ ዴሞክራሲ በከበርቴ ርዕዮተ ዓለም ስር የሚገኝ ፕሮግራም ነው፡፡ ምክንያቱም አብዮታዊ ዴሞክራሲ የበለፀገ ካፒታላዊ ሥርዓት ለመገንባት የሚያግዝ ፕሮግራም ነው፡፡ ኢህአዴግ አብዮታዊ ዴሞክራሲ ነው ፕሮግራሜ ሲልም አገሪቱ ጀማሪ ካፒታሊስት ሥርዓተ ማህበር ነው ያላት፡፡ ይህም ወደ በለፀገ ካፒታሊ ሥርዓተ ማህበር ለማመሸጋር የተያዘ ፕሮግራም ነው፡፡ ይህን ለመገንባት የከበርቴ ርዕዮተ ዓለም እንጂ ሌላ ርዕዮተ ዓለም ሊሆን አይችልም፡፡ ስለዚህ አብዮታዊ ዴሞክራሲ ነው ፕሮግራማችን፡፡ ኢህአዴግ ሊበራል ዴሞክራም ሶሻል ዴሞክራሲም በአገሪቱ ነባራዊ ሁኔታ ተግባራዊ ሊሆኑ እንደማይችሉ ነው የሚያምነው እንጂ ሊበራል ዴሞክራሲ ተግባራዊ የሆነባቸው አገራት አሉ፡፡
በሶሻል ዴሞክራሲ የሚመሩ ካፒታሊስ ሥርዓት ማህበር ያላቸው የበለፀጉ አገራት አሉ፡፡ ነገር ግን ይሄ በእኛ ሁኔታ ተግባራዊ ይሁን ቢባል ያስቸግራል፡፡ በኢትዮጵያ ብቻ ሳይሆን ዕድገታቸው ኋላ የቀሩት የአፍሪካ፣ የላቲን አሜሪካና የኤዥያ አገሮች ወደ ካፒታሊስት ሥርዓተ ማህበር ለመሸጋገር በሊበራል ዴሞክራሲ መንገድ አልተሳካላቸውም፡፡ የሞከሩ ብዙ ናቸው፡፡ ነባራዊ ሁኔታው አይፈቅድላቸውም፡፡ ኋላ መጥተው ወደፊት ለመራመድና ወደ በለፀጉ አገሮች ተርታ በልማታዊ መንገድ ለመቀላቀል የቻሉ አሉ፡፡ እነ ኮርያ፣ ታይላንድ፣ ታይዋንና ሌሎችም ኋላ የመጡ የሚባሉት እነ ጃፓንም ቢታዩ ከጀርመን ልምድ በመውሰድ የተለያዩ የኤዥያ አገሮች ልምድ በመውሰድ እየተወራረሰ የመጣ ነው፡፡
ከልማታዊ ዴሞክራሲ ውጭ በሌላ መንገድ አሁን ካለንበት ሁኔታ ወደ በለፀጉ አገራት ተርታ ለመቀላቀል የሚደረገውን መንገድ ኢህአዴግ የሚያምነው ትክክለኛ መንገድ ነው፡፡ ሌሎች ሌላ ዕምነት ያላቸው ሊኖሩ ይችላሉ፡፡ ይሄ መንገድ ግን በተግባርም አይተነው ብዙ ለውጥ ያመጣንበት ነው፡፡ አሁንም በዚህ መንገድ በመሄድ ነው ለውጥ ማምጣት የምንችለው የሚል የፀና አቋም አለው፡፡ የተፈጠሩ ችግሮችም ከርዕዮተ ዓለም ወይንም ከፕሮግራም ጋር የተያያዙ አይደሉም፡፡ ችግሮቹ ፕሮግራምን መሰረት አድርገው በሚሠሩ ሥራዎች ላይ የታዩ የተለያዩ ክፍተቶች እንጂ ስለ ዴሞክራሲም ስለ ልማትም በፕሮግራም የተቀመጡ ስህተት ናቸው በሚል የተገመገሙ ነገሮች የሉም፡፡
አዲስ ዘመን፡- በኢህአዴግ ጉባኤ ማጠናቀቂያ በተሰጠው የአቋም መግለጫ ድርጅቱ የርዕዮተ ዓለም ማልማትና ማሻሻል ለማድረግ እንደሚሠራ ተጠቅሷል፤ ይህ ምን ማለት ነው?
ወይዘሮ ፈትለወርቅ፡- ማልማት ማዳበር ሁሌም ያለ ነገር ነው፡፡ በጉባዔው በአጠቃላይ ውይይት የተደረገበት አሁን ያለንን ፕሮግራም ይዘን እንደምንቀጥልና ለአጭር ጊዜም ብቻ ሳይሆን ለረጅም ጊዜም የሚጨመሩ፣ የሚሻሻሉ ነገሮች ይኖራሉ፡፡ በሂደት ነገር ግን ዋናው አቅጣጫ የልማታዊ ዴሞክራሲ አቅጣጫ ነው በሚል ነው የተደመደመው፡፡ መግለጫ በሚሰጥበት ጊዜ ለተለያየ ትርጉም የተጋለጠም ይመስለኛል፡፡
አዲስ ዘመን፡- ክፍተቱ ምን ነበር?
ወይዘሮ ፈትለወርቅ፡- ልክ የርዕዮት ዓለም ለውጥ እንደሚደረግ ያዘለ መልዕክት በአንዳንድ በመገናኛ ብዙኃን ተላልፏል፡፡ በጉባኤው ግን እንደዛ አይነት ውሣኔ አልተላለፈም፡፡ የማዳበሩ ጉዳይ የተለየ ውሣኔ የሚያስፈልገው አይደለም፡፡ በሂደት ሁሌ የሚደረግ ነገር ነው፡፡
አዲስ ዘመን፡- የቀረበው የተዛባ ዘገባ ምን የሚል ነበር?
ወይዘሮ ፈትለወርቅ፡- ኢህአዴግ ርዕዮት ዓለም እንዲሻሻል ለሚቀጥለው ጉባኤ ያቀርባል የሚል ውሣኔ አልተወሰነም፡፡ ስህተት ነው፡፡ እኔም በሪፖርተር ጋዜጣ ከወጣ በኋላ ነው የሰማሁት፡፡ ያው ብዙ ነገር ስለሚባል በምትፈልገው እየተረጎምክ ትሄዳለህ፡፡ ባጠቃላይ ግን የተወሰነውን ውሣኔ ፕሮግራማችን ልማታዊ ዴሞክራሲ አቅጣጫችንን ይዘን እንቀጥላለን፡፡ ልማታዊ ዴሞክራሲ አቅጣጫችንን የሚያጎለብቱ ነገሮች ግን በሂደት እያዳበርነው እያጎለበትነው እንደምንሄድ በጉባኤው ሪፖርት ተቀምጧል፡፡ ዋናው ሰነዱ ሪፖርቱ ነው፡፡
አዲስ ዘመን፡- በመግለጫው የመድበለ ፓርቲ ሥርዓት እንዲጠናከር ኢህአዴግ እንደሚሠራ ተመለከቷል፤ ምን አዲስ ነገር ይተገበራል?
ወይዘሮ ፈትለወርቅ፡- መድብለ ፓርቲ የተለያዩ ፖለቲካ ፓርቲዎች የሚወዳደሩበት ሥርዓት ነው፡፡ አሁን ቢሆን ሥርዓቱ መድብለ ፓርቲ ነው የምንለው፡፡ መድብለ ፓርቲ ሥርዓት ማለት የተለያዩ ፓርቲዎች እንዲወዳደሩ ዕድል የሚሰጥ ማለት ነው፡፡ የተለያዩ ፓርቲዎች ተወዳድረው ግን አንድ ፓርቲ ህዝብ ሊመርጠው ይችላል፡፡ አንድ ፓርቲ በተደጋገሚ ህዝብ ስለመረጠውና ሥልጣን ስለያዘ መድበለ ፓርቲ አይደለም አይባልም፡፡ ብዙ አገራት በሠሩት ሥራ በህብረተሰቡ ዘንድ ከፍተኛ ተቀባይነት ያላቸው ፓርቲዎች ለረጅም ዓመታት በተደጋጋሚ በህዝብ ይሁንታ እያገኙ ሥልጣን ላይ ሊቆዩ ይችላሉ፡፡ በዚህ መልኩ መቆየታቸው መድብለ ፓርቲ ሥርዓት አይደለም ማለት አይቻልም፡፡
ነገር ግን እኛ የገመገምነው የተለያዩ የፖለቲካ ፓርቲዎች ጠንካራና ተፎካካሪ እንዲሆኑ ኢህአዴግ አብላጫ ድምጽ አግኝቶ የፖለቲካ ሥልጣን ቢይዝም ትርጉም ያላቸው ፖለቲካ ፓርቲዎች አናሳ ድምጽ (ማይኖሪቲ) ሆነው ሊገቡ ይችላሉ፡፡ የፖለቲካ ሥልጣን መያዝ ባይችሉም አነስተኛ ድምጽ ያገኙት ሀሳብ ተደምሮ ተደማጭነት ሊያገኙ ይገባል፡፡ በዚህ ረገድ ከፖለቲካ ፓርቲዎች ጋር የሚደረግ ድርድር ነበር፡፡ ተፎካካሪ ፓርቲዎች የተለያዩ ማህበረሰብን ወክለው ወደ ፓርለማ እንዲመጡ ለማድረግ ነው፡፡
የፖለቲካ ፓርቲዎች ለምን ጠንካራ አልሆኑም ለሚለው ኢህአዴግ ብቻ ተጠያቂ አይደለም፡፡ የራሳቸው ችግር አለባቸው፡፡ ብዙ ፓርቲ ናቸው፡፡ ያላቸው የአባላት ቁጥር አነስተኛ ነው፡፡ ያላቸውን አባል ብቻ ይዘው ይቀጥላሉ፡፡ ሰብሰብ ቢሉ እንደ ኢህአዴግ ለመፎካከር ዕድል ያገኙ ነበር፡፡ በተለያዩ ምርጫ ቦታዎች ላይ የሁሉም ድምጽ ተደምሮ አሸናፊ የሚሆኑበት ዕድልም ሊኖር ይችላል፡፡ ስለዚህ እኛ በተቻለ መጠን ተፎካካሪ ፖለቲካ ፓርቲዎች እንዲጠናክሩ የራሳችንን ድርሻ እንጫወታለን፡፡ ከዚያ ባሻገር የሚፈፀሙ አንድ አንድ ፀረ ዴሞክራሲ የሆኑ ተግባራት አሉ፡፡ በእኛ በኢህአዴግ እንዲወዳደሩ፣ ስብሰባ እንዳያደርጉ፣ ሃሳባቸውን እንዲያቀርቡ አመቺ ሁኔታ ያለመፍጠር ነገሮች መስተካከል አለባቸው፡፡
ዴሞክራሲያችን ማስፋት አለብን ብለን የወሰድናቸው እርምጃዎች አሉ፡፡ ከዚህ በመነሳት የተለያዩ ጥፋት ፈፅመው በማረሚያ ቤት ያሉትን ጥፋት የፈፀሙ ቢሆንም የፖቲካ ምህዳሩን የበለጠ ለማስፋት ሲባል ከእስር እንዲፈቱ የተደረገበት ሁኔታ አለ፡፡ በውጭ አገር ይኖሩ የነበሩ ተፎካከሪ ፓርቲዎች ወደ አገር ቤት እንዲገቡ የተደረጉ አሉ፡፡ በዚህ መንገድ የፖለቲካ ምህዳሩን በማስፋት መድብለ ፓርቲ ሥርዓትን ማጠናከር አለብን በሚል እምነት ስላለ ነው ይሄ ውሣኔ የተወሰነው፡፡
አዲስ ዘመን፡- ከአስተዳደር ወሰን ጥያቄን በተመለከተ በህዝቦች ፍላጎትና በሕገ መንግሥቱ አግባብ እንደሚፈታ በጉባኤው ማጠቃለያ በተሰጠው መግለጫ ተመልክቷል፤ ይህ እንዴት ይፈፀማል?
ወይዘሮ ፈትለወርቅ፡- በሕገ መንግሥቱ የተቀመጠ ነገር አለ፡፡ እሱን መሰረት አድርገን በኃይል፤ በማስፈራራት፣ ተጽዕኖ በመፍጠር ሳይሆን ብዙ ችግሮች ቢታዩም ሕገ መንግሥቱ ችግሩ የሚፈታበት አግባብ ስላስቀመጠ፣ ኢህዴግ ሕገ መንግሥቱን መሰረት ባደረገ መልኩ እነዚህ ችግሮች ይፈታል፡፡ በተለያዩ አካባቢዎች ለግጭትም ምክንያት እየሆኑ ስላለ ለግጭት ምክንያት መሆን የለባቸውም በሚል በዝርዝር የተወያየንበት ነገር ነው፡፡ አንድ አገር ነን፣ ወሰን ምንድነው? በአንድ ክልል ብንተዳደር በሌላ ክልል ብንተዳደር ችግሩ ምንድ ነው? የተለያዩ አገራት አይደለንም፣ ለአስተዳደር እንዲመች ተብሎ የተደረገ የወሰን ማካለል ነው፡፡ ስለዚህ በጣም ማካበድ እንደሌለብን እንደውም በእነዚህ አካባቢዎች የጋራ ልማት ፕሮጀክቶች ማጎልበት እንደሚገባ፡፡ ለምሣሌ ሰፊ የመስኖ ሥራ የሚሠራበት አካባቢ ከሆነ ሁለቱንም ክልል በሚያዋስን የጋራ መስኖ ልማት ፕሮጀክት መገንባት እንደሚያስፈልግ፣ ሁለቱም የጋራ ህዝቦች እንዲጠቀሙበት ማድረግና ሌሎች መሰል ፕሮጀክቶች ላይ ማተኮር ይገባል እንጂ ይህ ችግር መሆኑ ለኢህአዴግ አይመጥነውም በሚል ውይይት ተደርጓል፡፡
ጉዳዮቹ ሕገ መንግሥታዊ በሆነ መንገድ ይፈታሉ፡፡ ህዝቦችም በጋራ እንዲለሙ፣ የአንድ አገር ህዝብ ነን የሚለውን መንፈስ ይዘው በጋር የሚኖሩበትን ሠላም መፍጠር አለብን፡፡ በነገራችን ላይ ህዝቦች ጋር ችግር የለም፡፡ አታጣሉን ነው የሚሉት፡፡ ህዝቡ በመካከላችን ገብታችሁ አታጣሉን፡፡ እኛ በጋራ አብረን የኖርን ህዝቦች ነን ነው የሚለው፡፡ ችግሩ ከእኛ ነው፡፡
አዲስ ዘመን፡- ከኤርትራ ጋር መርህንና የጋራ ጥቅምን መሰረት ያደረገ ግንኙነት እንደሚቀጥል በመግለጫው ተጠቅሷል፤ እንዴት ይፈፀማል?
ወይዘሮ ፈትለወርቅ፡- የኤርትራ ወደቦች በጣም ቅርብ የሆኑባቸው አካባቢዎች ብንጠቀም ለሀገራችን ጥቅም አለው፡፡ ወደብ አጠቃቀማችን ግን ሥርዓት ሊኖረው ይገባል፡፡ ዓለም አቀፋዊ ሕግ ተከትሎ የሚፈፀም ይሆናል ማለት ነው፡፡ እኛ የኤርትራ ወደብ ስንጠቀም ኤርትራም ትጠቀማለች፡፡ አገልግሎቱን ስንጠቀም ያው ክፍያ መክፈላችን አይቀርም፡፡ የተለያዩ እንቅስቃሴዎች መኖራቸውም አይቀርም ማለት ነው፡፡ ሌሎች ኢኮኖሚያዊ ግንኙነቶችም አሉ፤ ወጪ እና የገቢ ንግድ አለ፡፡
አዋሳኝ የሆኑ ህዝቦችን ለማቀራረብ ተብሎ ከሌሎች አገሮችም የምንጠቀምበት አሠራር አለ፡፡ ለምሣሌ ከሱዳን ጋር ለተወሰነ አካባቢ አነስተኛ የሆነ የሸቀጥ ልውውጥ ለማድረግ ሎካል ከረንሲ (የዚያ አካባቢ መገበያያ) ይጠቀማሉ፡፡ የግድ የውጭ ምንዛሪ መጠቀም አይጠበቅባቸውም፡፡ ይህ የሚደረገው ለንግድ ሳይሆን የህዝቦች ግንኙነትን ለማጠናከር ነው፡፡ የሚያደርጉት የንግድ ግንኙነትም መጠን አለው፡፡ ከዚህ መጠን በታች ተብሎ ነው የሚወሰነው፡፡
በተመሳሳይ ሁኔታ በኤርትራ እና በኢትዮጵያ ድንበር ያሉ ህዝቦች መጠቀም አለባቸው፡፡ የአካባቢው ህዝቦች እንዴት ነው የሚጠቀሙት፤ የኢትዮጵያ ብር አለ፤ የኤርትራ ደግሞ ናቅፋ አለ፡፡ አጎራባች ህዝቦች በውጭ ምንዛሪ ትንሽም ትልቅም ግብይት የምትፈፀሙት ብሎ መጫን ህዝቦች እንዳይቀራረቡ ያደርጋል፡፡ ይህ ማለት ግን በአካባቢው መገበያያ የሚከናወነው ግብይት ወጪ ገቢ ንግዱን እንዳይጎዳ ጥንቃቄ ሊደረግበት ይገባል፡፡ የወሰን ማካለልን በተመለከተም የአልጀርሱ ስምምነት አለ፡፡ አልጄርሱን ስምምነት መሰረት በማድረግ የሚፈፀም ይሆናል ማለት ነው፡፡ መርህ የተከተለ ማለት የሁለቱን ህዝቦች የጋራ ጥቅም በሚያከብር መንገድ ተግባራዊ መደረግ አለበት ማለት ነው፡፡
አዲስ ዘመን፡- ኢትዮ- ኤርትራ ስምምነቶችን በተለመከተ ግልፅነት ይጎድላቸዋል የሚል ትችቶች ከዚህ ቀደም ይደመጡ ነበር፡፡ በጉባኤው ላይ ከዚህ ጋር ተያያዥነት ያላቸው የተነሱ ነገሮች አሉ?
ወይዘሮ ፈትለወርቅ፡- እስካሁን ድረስ የተደረጉ አንዳንድ ስምምነቶች አሉ፡፡ ነገር ግን በዝርዝር ገና አልሄድንበትም ነው፡፡ እንደመንግሥትም የምናውቀው ነገር ይኸው ነው፡፡ ዝርዝሮቹ ሕግና ሥርዓት ተከትለው ይፈፀሙ የተባለበት ምክንያትም ይኸው ነው፡፡ አጠቃላይ የሆኑ በጎ የሆኑ አመለካከቶች እና ጠቅለል ያሉ ስምምነቶች ናቸው እስካሁን ድረስ የተፈፀሙት፡፡ እነዚህ ግን መዘርዘር አለባቸው፡፡
አዲስ ዘመን፡- ኢህአዴግ ሊፈርስ ነው የሚሉ አስተያየቶች የተሰነዘሩበት ወቅት ነበር፤ በጉባኤው ግን አንድነቱን አፅንቶ መቀጠሉ ተገልጿል፤ ምስጢሩ ምንድን ነው?
ወይዘሮ ፈትለወርቅ፡- ዋናው ሚስጥሩ መስመሩ ነው፡፡ ትክክለኛ የሆነ መስመር አለው፡፡ ችግሮች የሚፈጠሩት ይህንን ፕሮግራም ተግባራዊ ለማድረግ በሚነሱ የተለያዩ የአስተሳሰብ እክሎች ነው፡፡ ከአስተሳሰብ አልፎም በተግባር የሚታዩ ችግሮች ሲኖሩ ነው ፡፡ ቀደም ሲልም እንደዚህ አይነት ችግሮች ያጋጥሙናል፡፡
ሁልጊዜ ኢህአዴግ በተለያዩ መድረኮች ፈተና ያጋጥሙታል፡፡ ፈተናውን አልፎ እንደገና ይበልጥ ተጠናክሮ የመሄድ ባህልና ታሪክ ነው ያለው፡፡ ስለዚህ ዋናው ሚስጥር በፕሮግራሙ፤ በመስመሩ ላይ ያለው ጠንካራነት ነው፡፡ ይህን ተግባራዊ ለማድረግ የሚያስችል የአላማ ፅናት ያለው ኃይልም አለ፡፡ ስለዚህ ይሄ የኢህአዴግ ትግል እንደዋዛ አይደለም የሚታየው፡፡ ዝም ብሎ የትርፍ ጊዜ ሥራም አይደለም፡፡ ይሄ አገር መለወጥ አለበት ብሎ አገሪቱን ለመለወጥ ሌት ተቀን የሚሠራ ለዚህም ቁርጠኛ የሆነ አመራርና አባልም አለው፡፡
ቁርጠኝነቱ ሲቀንስ፣ ሌት ተቀን ለህዝብ መሥራት ሲቀንስ፣ የተለየዩ የግል ጥቅሞችን ለማስቀደም የሚደረግ ሁኔታ ሲፈጠር ያው ከመስመሩ ወጣ ስንል የተለያዩ ችግሮች በሚያጋጥሙበት ጊዜ ኢህአዴግ ወደ ችግር ይገባል፡፡ ከመንገዱ ወጣ ያልን መሆናችንን በደንብ ከገመገምን በኋላ ወደነበርንበት እንመለሳለን፡፡ ወደ መስመራችን ገብተን ሥራ ስንጀምር ደግሞ በጣም በአጭር ጊዜ ውስጥ ተአምር ሊባል የሚችል ለውጥ ኢህአዴግ ያመጣል፡፡ ስለዚህ አሁንም ዋናው ሚስጥራችን ለመስመሩ ያለን ፅናትና ቁርጠኝነት ነው፡፡ ይህንን ይዘን ከሄድን እስካሁን የተሠሩ ሥራዎች አሉ፡፡ ከዚያ የበለጠ ሥራ መሥራት የሚቻልበት ዕድል አለ፡፡ እንዳውም ልምዱን እያካበትን ነው ያለነው፡፡
አገር እንዴት መገንባት እንደሚቻል ቀላል ልምድ አይደለም የተወሰደው፡፡ ይህንን አቅማችንን አጠናክረን ወደፊት ለመራመድ የሚቻልበት ዕድል አለ፡፡ እርግጥ ነው ብዙ ሥራ የሠሩና በጣም ትልቅ የሚባሉ ፓርቲዎች መጨረሻቸው መጥፎ የሆኑ አሉ፡፡ ይህ ያሰጋናል፡፡ ኢህአዴግ ካልታገለና ወደቦታው ተመልሶ በትክክለኛ መንገድ ህብረተሰቡን ማገልገልና በዚህ ደረጃ ከችግሩ ወጥቶ መንቀሳቀስ ካልቻለ ሌሎች ፓርቲዎች ያጋጣመቻውን አሳዛኝ ሁኔታ እኛ ጋርም ሊያጋጥም ይችላል፡፡ ስለዚህ እኛ ከዚህ ነፃ ነን ማለት አንችልም፡፡ ለዚያም ነው የምንሠጋው፡፡ ጥሩ ስለሆንን ያለምንም ሥጋት ጥሩ ሆነን እንቀጥላለን ማለት አይደለም፡፡ አደጋም ሊያጋጥም ይችላል፡፡ መፍረስም ሊያጋጥም ይችላል፡፡ ሽንፈት ሊያጋጥም ይችላል፡፡ ይሄ እንደሚያጋጥም አውቆ ከዚህ ለመውጣት ነው ኢህአዴግ የሚሠራው፡፡ እንቅልፍ አይወስደውም፡፡ ጥሩ ስለሆንን ጥሩ ሆነን እንቀጥላለን የሚል ዕምነት የለውም፡፡ መዘናጋት ስንጀምር እንደላሻለን፡፡ እልህ ይዞን ቁርጠኝነት ስንነሳ ደግሞ ብዙ ሥራ እንሠራለንና አሁንም ሚስጥሩ እዚህ ጋር ነው ያለው፡፡
